VOTED CComm. Rhoads arrived at the meeting.] CONSERVATION FAIR: Resident David Kulick was present to ask what the conservation fair mentioned in the newspaper was all about. Dick informed him that Natural Resource Trust was the initiating party, and the fair was still in the preliminary planning stages. Mr. Kulick serves as consultant to state, as systems analyst, he is familiar with map- making technology, etc. and could be helpful in educating the public in how technology is being used in conservation areas. FISH AND GAME REPRESENTATIVES; CComm. Cauldwell removed himself from the board for the duration of this discussion.] A packet of information was submitted for the Conservation Commission to read. Mike Millette, president of Fish ? Game, explained the packet of information which details what has transpired in the quest for an indoor shooting range. The deed restriction has not been lifted, the Fish and Game officers were unaware of the deed restriction which required review by the Conservation Commission and the Board of Selectmen. Activities which should have been approved include gravel removal and the construction of the building (indoor shooting range). The old building is slated for removal after the new building is complete, additional gravel is proposed to be removed. Comm. Rhoads explained that the intent of the deed rest'ric'tion was unknown to the commission, but felt that the IS ^,ION MINUTES MONDAY, DECEMBER 17, commission should look at the project with regard to the wetland 'resource areas, particularly with regard to recharge. He would like to see effort- made to replicate the pre - development situation with re ..lard to recharge and protection of r groundwater quality. He doesn't see the commission as having anything to do with the zoning issues. Fish and Game representatives were informed that plans should be submitted showing the condition of the property when it was acquired as well as the current condition, in order to enable the commission to evaluate the impacts to resource areas. Conms. O'Neill and Owens both noted that the ,jurisdiction of the commission is probably broader- than just the wetlands act in this case, under the town charter. Comm. Rhoads explained that he doesn't want to deal with the zoning issues. NOTION: To continue discussion on or about 9:30 (Rhoads - Owens, all in favor) VOTED WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -239 - Piasecki Farm Mr. Trowbridge represented the applicant; 'revisions have been submitted on 12- 17 -90. Cauldwell removed himself from the board for- the duration of this discussion.] Fish and Game representatives must supply a list of changes /alterations; Dick suggested that a site walk would be appropriate. The commission was reminded that it had made a determination allowing the removal of gravel, although it had not been aware of the deed restriction at the time. Mr. Morton submitted a photograph, dated 3 -4 -80, taken by U.S. Geological Survey. Discussion was postponed until after the scheduled RDA continuation hearing. RDA CONTINUATION: East Coast. (Rhoads - Cauldwell; all in \favor) VOTED FISH AND GAME (CONT.) CComm. Cauldwell removed himself from the board for the duration of this discussion.] There are currently test holes on the site, which indicate the levels of the water table. The site will be walked on 12 -22 after the West St. site. Mr. Morton feels that there are discrepancies in the "evidence presented," and that the originally intent of town meeting was to prevent the hill of gravel from being removed. Members of Fish : Game disagree. He feels the original intent was to keep it a conservation area; and it has been turned into a 2 1l2 acre gravel pit. The commission requested copies of assesso'r's map and ownership to see relationship of town holdings to private property, location of 'river, etc.., location of wells, as well as listing of improvements to property previously requested. The meeting adjourned at 10:00. Approved by: m Date to town clerk: C`SICD Tel(Y0-^,A ,
