REQUEST FOR CERTIFICATE OF COMPLIANCE - John Riccio, lot 1 Jason Lane. FDIC
representatives have not signed the agreement relating to this subdivision
as yet: and the release of the Certificate of this lot was made contingent upon
their signing the agreement. The Planning Board has issued an ultimatum, if the
Planning Board agreement falls through, the commission discussed the pros and
cone: of pursuing an independent agreement. Dick will stay on top of the
situation so he can advise the commission at the next meeting. Mr. Riccio was
advised to keep in touch with Dick about progress being made on the agreement.
WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -309
Keli Green subdivision
,V c i_.
Ralph Maloon represented the applicant. Original plan called for loop with
12 lots. A new plan present shows a single road with cul -de -sac at the end,
with 10 lots. Of that ten, two are potentially unbuildable. Wetland= were
delineated by Dr. Carr- and adjusted by Dr. Sanford. The first 300 ft. of road
are configured as on the original plan, including the stream crossing and
compensation. The drainage system includes 5 basins, oil water separators. The
commission's site walk is reflected on the wetland delineation shown on the
revised plan. The new plan contains 309 ft. less roadway. The applicant
proposes to fill 1950 square ft. of wetland for the roadway. An additional
compensation area will be made, as compensation for previously filled wetland.
This area will also be shown on the plans. Questions remain as to whether a new
filing should be required for the old compensation or to handle the issues by
enforcement order. The commission's consensus was that the next hearing should
include formal vote as to how to handle it.
Mr. Tom Hamilton of 819 Maple St. asked about potential order of conditions
regarding paving,'etc. He is not allowed to pave his driveway, and asked about
consistency with regard to orders. Ralph Maloon responded that most of the
proposed driveways will shed to the roadway. Impervious surfaces were
anticipated in the filing presented, and most lots will be coming before the
bowed as individual filings. Comm. Cauldwell explained that methods of
addressing sheet flow and recharge on a subdivision differ from addressing
these issues on a form A lot such as Mr. Hamilton's.
Anna Marie Monks, 18 Fredric Lane, asked about the hearing process for
the individual lots. She was told that most lots, if not all, will have to come
before the commission for review as to impact on wetlands.
