which is less than 1000 sq. ft.

alarms going to Police Station.

St. /Ephriam Dr., for example) are not shown, and she asked about protective
measures. The engineers responded that provisions are in the bid specs to

necessary controls.,

work. Dick is welcome at those meetings. A pre - construction conference is
also scheduled.

A 40' ; 80' building is proposed with meeting rooms. The Lodge and the

slight slope at the bark of the parking area for drainage. It was noted that
steep slopes exist_ from filled area, but with topographic rise before getting

on the plan. Comm. Powers asked whether stream off the corner of the property

that rock from the basin was being trucked away, oil/water separator was

MANSFIELD CONSERVATION COMMISSION MINUTES
MONDAY, JANUARY 13, 1991 -- PAGE 3
Discussion took place about criteria for further releases, Comm. Powers
?\ thought the commission should look for continued progress on the basin, given
the weather, the slopes of the basin should be protected against erosion, and
there should be continued monitoring of site and catchbasins.
Mr. Folkman said that 19 lots are sold; the next group of releases will be
requested in coming months, and he is asking for the terms of future releases.
He noted that the site is tough to work. He did not anticipate blasting; he
appreciates cooperation to date: the slope and basin work will continue as long
as possible. Winter shutdown with hay on basin slopes will occur. In
response to questioning, Mr. Folkman said Phase II work could begin in late
February or March, with houses completed in late spring or summer. Comm. Smith
said that basin slopes should be seeded (state slope mix) and mulched.
Points agreed to: interior and exterior slopes seeded and mulched
(Folkman will discuss with subdivision inspector implications for bond impact),
_atchbasin :monitored and cleaned if Necessary; continued progress an basin;
montorina of site for erosion problems -- commission would then consider release
of Phase I; site walk prior- to beginning Phase II. Site walk 2 -1 -92 3:34 a.m.

Iiiscussion on liability questions: Comm. Owens does not feel comfortable
comparing Hiking with hunting, regarding liability concerns. Chairman
Cauldwell feels that management of all species is important. Comm. O'Neill
feels that hunting in some areas (around ballfields and well -used hiking area=_-)
is not appropriate and Has concerns with impacts from dirt bikes. Comm. Smith
agrees. Comm. Powers also agrees; but feels that dirt bikes should have some
place to go. Comm. Forbes concurs. Comm. Poholek asked whether the commission
can regulate hunting since it is allowed in town; he agrees with Comm. O'Neill.
The decision was made to hold a hearing/discussion at 7:30 on 1 -27 -92 to
vote on where hunting and dirt bikes should be allowed. Dick will also ask
Town Counsel about the question of posting the area.
Chairman Cauld.,ell mentioned a visit to Three Ponds area near Monument
Reach as an example where certain areas are designated as "No Hunting" with
other areas approved for Hunting.
Local Wetland Protection Bylaw. Discussion revolved around impact of
Harwich decision on Loth proposed bylaw and our existing rules and regulations.
Comm. Power'_ feels that Harwich makes existing reqs inadequate. Dick is of the
opinion that existing regs are more procedural; when the commission issues an
!order-, it is just under the State Act, not the local reg5. Comm. Owens feels
that existing regs are procedural; he wanders about the potential to deny a %
project for failure to adhere to local regs. He also *eels that a local bylaw
would be good but doesn't think we have educated people enough on this issue.
General questions remain of the financial impart through use of Town Counsel.
NOTION: To sponsor a Tarrant Kticle to delete existing roles and
regulations and renemtber the remaining bylaw.
