The site walk resulted in the need for a new plan, with a number of changes. Since the plan is not yet ready, the applicant requested that the hearing be continued. Dick spoke with Tim Briggs of Sanford who was going to investigate who had done the flagging, in an attempt to clarify the issues raised by the commission. Joan Shar ( ?), abutter, was present. She asked who was purchasing the property; the commission told her that the applicant was the engineering firm. She offered the following history of the property: 17 illegal gravel removal resulted in 2) cease and desist after which the area 37 became swimming hole and finally 4) became illegal stump dump, Mrs. Shay's back land used to be dry in summer; it isn't any more. Hay bales shown would be limit of construction. Dick reminded the commission and the applicant that in the original order the original owner /developer had indicated a willingness to minimize tree clearing and lawn development. Dick requested square footage of area within hay bale line which will be impervious or semi - impervious (lawn, MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, MARCH 25, 1991 -- PAGE 2 landscaping, etc.). The applicant was advised to try to minimize lawn as much as possible. Abutters were notified. The developer has been made aware of the commission's concerns for this development. Currently back yard is shown at 57 ft.; Conservation Commission has been putting restrictions to 30 ft. on some yards. Original subdivision plans showed section of wetlands on lot 8; this is worth noting, because the new plan is different post construction. Crucial wetland lines were not shown on the plan. MOTION. Proof of abutter notification was submitted. The applicant proposes to remove all five underground storage tanks, replace the pipes, install one above - ground 10,000 gallon tank. Project site: 90 Forbes Boulevard. Approximately 75 ft. from the building are the wetlands; the new tank is proposed to go in that area. New tank will have cover over it. Chairman Powers raised concerns about salts etc, from parking area and the possibility of rupture or spill outside of the tank itself in the process of delivering; without some containment measures built into the parking lot, danger exists. Containment must be provided for truck as well as tank. Dick proposed asphalt berm. Oil /water separator could also be proposed.
