Members Present: Chairman Powers, Commissioners Cauldwell, O'Neill, Owens,
Poholek, Smith
The meeting was called to order at 7:30 p.m.
A document rescinding the issuance of a Certificate of Compliance for SE211 -180
was signed per the vote of the commission at its meeting on April 8, 1991.
REQUEST FOR DETERMINATION OF APPLICABILITY CONTINUATION -
Hutchins- Trowbridge Assoc., Inc.-- Es=_.ex St. - -To review wetlands bounds on
site of proposed residential compound
A new plan has been submitted (dated 5- 16 -91) showing changes made as a
result of the site walk. Dick has reviewed the site and feels that everything
is in order.

The Mansfield Conservation Commission has not determined the

LITTLE LEAGUE REQUEST, OTIS ST. PROPERTY
Little League -representatives have -requested permission to clear underbrush
at the outskirts of the fields and to install a phone pole /chain link/tarp
structure to shield players from sun's glare in an area of the field.
MOTION: To allow such worn, with maintenance to be allowed on a yearly
basis, provided no excavation is involved; including sign
installation and brash trimming per Patrolman Lawsonn's _guidelines
regarding visibility from the street-

ARTICLE 3, SPECIAL TOWN MEETING
This article would allow the town to apply for a federal grant for
conservation /recreation work on Plymouth St. during the new grant cycle for FY
192. Monies would be appropriated only if the grant is received.

MODIFICATIONS TO SE211 -335 (Tom McDonald, East St., Mansfield Oil)
Flans submitted under SSE211-335 have been modified; they show -removal of a
trailer and construction of a garage /office. The questions of how much cutting,
filling, etc. will be involved remain unanswered, and the commission requested
that Dick send a letter- requesting additional information regarding future
plans.
RECONSIDERATION OF TOWN MEETING VOTE ON PROPOSED CONSERVATION COMMISSION BYLAW
The question was raised as to what appropriate action the commission should
take should the vote be reconsidered. Comm. Owens reviewed several of the
questions raised about the bylaw at the session of town meeting and suggested
that if need be, the concerns could be addressed on the floor-; however he and
several commissioners felt that a fresh look should be taken at the bylaw itself
and at how to best educate the public about it over the next year so that an
informed vote can be taken at a future town meeting.
The meeting adjourned at 8 :30.
