Applicant has requested that House be moved back 5 feet, putting it slightly in the buffer- zone; this change is not reflected in the Ian on file: Staking on site is somewhat confusing. Grading on roadway requires 2 -4 feet of fill; potential for utilities to act as interceptors was examined and felt to be less than usual because of the fill. Groundwater would be below the utilities, although in spring might act as interceptors. - -Two, five, and ten year storm events used in additional calculations regarding amount and direction of runoff onto surface of 'roadway to see if there would be sufficient water to support a wetlands area. Assumptions were conservative: Mr. Dunn assumed that more of the area would be developed than is now proposed. The ground water flow would be reduced by 25 -30` by changing the surface area, mostly as a result of introducing impervious surfaces. About 65% i of the water would still 'flow under the ground, according to Mr-. Dunn. The MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, AUGUST 2E, 1991 -- PAGE 3 overland flow will he cut off; that is not in question. But he believes the area is not surviving as wetland due to overland flow. - -Flags were adjusted to reflect what is on site, after site walk. -- Effect of roadway on parcel Ga it is true that stubs for water and drainage are present; Alchemist Court has already been before the commission for this area. Comm. Rhoads submitted additional comments /questions to Dick, who read them for the record. Engineering Dept. is satisfied with the information presented. Special conditions can address his remaining concerns, according to Dick. Chairman Powers requested that a special condition mandate additional taping or a caution line, because of the very tight i in detenti n area. als Adyed.fh a shovl Gne1 we'Yc e lorolosed it, ;la ee re i t?t + :'.f_;ia r`v; ;_Io =: the :ieyrrin,p O WOJc !
