(Cauldwell - O'Neill; all in favor) VOTED WETLANDS PROTECTION ACT HEARING: Jess Realty Trust- -Lot 14 Sturbridge I+rive The buffer zone line goes through the house, doesn't touch the driveway or leach field. No dry wells are shown for roof water, because the original order for Sturbridge Estates mandates shedding as much water as possible toward the wetland. A lawn limitation of 7500 sq. ft. total is noted on the plan. One of the findings in the order: commission is not in agreement with the delineation of poorly drained sails; one area of poorly drained soils may be a resource. Rim did wetland delineation in one area; a clearly wet "channel "; has been filled in such a way as to obscure whether the resource area is continuous. Dick recommends taking a look at the site this Saturday, 10 -12, at 7:30 a.m. MOTION: To continue to the site walk and to I0-21 at 9:10, (Cauldwell - O'Neill; all in favor) VOTED REQUEST FOR DETERMINATION OF APPLICABILITY: Jess Realty Trust- -Lots 12, 13, 15 Sturbridge Drive The order stipulated that the commission be informed as to know how the lots are draining, with a view towards feeding as much drainage as possible into the questionable area of poorly - drained soils. Dick has no problem with issuing negative determinations, though lot 15 is a little touchier because of the filling on lot 14. NOTION: To close the hearing, (Cauldwell - O'Neill; all in favor) VOTED NOTION: To issue a Negative #3 for lot 13 and Negative #1 for lots 12 and 13. (Cauldwell - O'Neill; all in favor) VOTED POSITION ON TOWN MEETING ARTICLES: Comm. O'Neill spoke against taking a stand on the East Mansfield sewer because the source of funding is as yet unclear. Comm. Owens and Poholek support the project as commissioners, leaving the problem of funding to be resolved by those responsible for it. Chairman Powers suggested restating the commission's position in terms of supporting the sewering of E. Mansfield. MOTION: To support Article 3 as written. (Owens - Cauldwell; Cauldwell, Owens, Poholek, je* Powers - for; O'Neill against) VOTED The meeting adjourned at 7:50. Approved by: Date to town clerk: ypf
