WETLANDS PROTECTION ACT HEARING CONTINUATION: SE211 -373
Jess Realty Trust- -180 Acres between Eastman St. and Stearns Ave.- -
Subdivision road /utility construction within 100 ft. of wetlands
The applicantygave permission to discuss the notices of intent for SE211-
374 and SE211 -373 jointly. Construction schedules for each site and the total
plan of drainage layout were submitted, as was a new contour plan (dated 10 -21-
91). Three wetland issues: detention area an lots 185, 186; wetland filling an
lot 184 near roadway with replication on lot 185; isolated land subject to
flooding.
As soon as drainage work is in, the detention area will be put in.
According to the applicant's representative, Mr. Maloon, the wetland filling and
replication will be done within the initial three -year period also.
Development affecting the isolated land - lots 104, 148, 149, 150 on the MAC

side - may extend beyond the three -year period. Those lots will need to be
designed and Heard under separate Notices of Intent.
Comm. O'Neill emphasized that replication must be done before filling the
wetland. The applicant (MAC Homes) was advised that the commission wants the
replication area in before the roadway filling is done: Construction of the
detention area, installation of pipes, and preparation of the replication area
can be worked on simultaneously. The applicant stated that he understands the
commission's intent in this matter. A planting scheme was submitted for the
replication area. Results of a nitrate study undertaken in response to concerns
raised by Comm. Poholek regarding water quality were submitted; the results
were based on an assumption of four people per house and 9000 sq. ft. of lawn,
which will be fertilized once a year, and yielded a 9.5 level. Anything under
10 is acceptable according to current standards.
Drainage figures, pre- and post- development, were laid out on one sheet and
submitted to the commission, showing the direction of post -dent. flows.
The designed meets Planning Board criteria, for gravity flow for 25 -year storm
as required. Permeability tests results on page 46 indicate the applicants,
understanding of how much water can be absorbed into the ground. There will be
approximately 120 catch basins in the development, with two large oil/water
separators, just before detention areas. Septic system flows are not taken into
account with regard to storm water- surface flow, because they are so minimal
compared to storm water.
MOTION, To continue .Both hearings to 11-19-9,t at 8:iS %374` and 3:16
(373).
