SOUTH MAIN ST. GROUNDWATER REMEDIATION: [CoMm. QLJI d'd noflUctifC r`/ /c cliScG
Representative of Groundwater Technology appeared before the
commission to describe work which needs to be done regarding pollution
of groundwater from old Gorham Silver factory on South Main St.
Cleansed water will be discharged into storm drain; before it is, it
must meet primary and secondary drinking water standards. All work
will take place on the project site itself (not at the houses). EPA
application has been submitted; Groundwater Technology is present to
notify the commission of a discharge of 3 -5 gallons per minute,
with an eventual discharge to wetlands (about 1600 ft. away from the
project site). Monthly testing will be required by EPA, commission
will be copied. The project will run twenty -four hours per day,
probably over several years.
Chairman Cauldwell asked if any study had been made of the
effects on groundwater in the area. Groundwater will be pumped out
through three extraction wells. Two -stage particulate filtration, and
two carbon filters. If any other sites were to be pumped, the
commission would be notified. Commissioners asked the representative
indicate that in writing.
Comm. O'Neill suggested that lab tests be returned before pumping
continues. It was noted that the entire cleanup and remedial process
will be heavily conditioned and specified -by EPA and DEP.
WETLANDS PROTECTION ACT HEARING - SE211 -407
Beverly Turner - -6 Riverwood Drive -- Proposed dwelling, septic,
utilities within 100 feet of wetlands
Mr. Trowbridge represented the applicant. Abutters have been
notified. Proposal is for single family house, first lot on left as a
part of the Riverwood Estates (only lot not owned by Harrington and
Matto). Roof drains into drywell; lawn area limited to 7500 sq. ft.
Wetland line was flagged in 189. Commissioners felt the wetland line
had changed from the original subdivision plans, especially in the
area behind proposed house and even in the proposed driveway. Comm.
O'Neill asked for proposed limit of clearing to be on the plan. The
commission will review the line at a site walk, with an appropriate
wetlands expert, at 7:30 a.m. on October 31.
MOTION: To continue the hearing to 11 -9-92 at 8:30.
(O'Neill - Owens; all in favor) VOTED
RESPONSE TO MR. CLEMMEY'S LETTER TO EDITOR (RE GREAT WOODS EXPANSION
PROJECT)
Dick has drafted letter responding to Mr. Clemmey's assertions
( which appeared in newspaper. Comm. Powers reiterated that all
meetings, including hearings, are open to the public, and that all
orders are determined in open meeting. Commissioners wished to note
that orders incorporate discussion that has occurred at the public
hearings as well as all information supplied by the applicants during

the hearing process. Comm. Powers pointed out that the town
engineering dept. was consulted for review of relevant information,
and were also present at some of the hearings. Finally, it was noted
that an appeal process exists for any dissatisfied citizen. The
appeal of an Order of Conditions should be directed not to the Board
of Selectmen, but to the DEP.
MOTION: To move that Chairman sign and send letter as revised.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -408
TGG Land Planning -- Plymouth St.-- Construct cul -de -sac at proposed
terminus. of Plymouth St.; install culvert in Hodges Brook under
proposed cul -de -sac
Bruce Tyson presented the project, which is located at the end of
Plymouth St, and involves the shortening of a cul -de -sac. The work
proposed includes placing a culvert in Hodges Brook. Curbs and access
points to future lots will be constructed. Proximity of wetlands was
discussed at the previous hearing; the Commission concluded on the
site that the wetlands line shown on the plan was a valid
representation. The applicant will be displacing 410 feet of bank and
will recreate bank condition by creating a bypass (island). The ,
project involves creation of a temporary dam, pumping water beyond the
limit of excavation, creating energy dissipators and siltation
devices. New areas will be stabilized. The project now must be .
reviewed by the Army Corps and the Water Quality Certification
Division, etc., so work will probably not begin until spring. Comm.
Powers noted the relatively steep grade on the bank; she asked whether
the replacement bank will be equally steep and whether that will
present a problem with regard to the regs. regarding a 3:1 slope. It
was felt there.is no problem with replicating the pre - existing
condition, although the site will require a good temporary vegetative
cover.
Chairman Cauldwell asked the applicant about figuring out the
10 -year storm impact to see whether the commission has jurisdiction
with regard to wildlife habitat.
Alan Pilsbury, 155 Old Elm St., asked about runoff. According
to the plans presented, the net impact of current project is less
runoff, with no change to street drains.
NOTION: To continue the hearing to 8:95 on 11 -9, with proposed
set of orders to be ready if there are no additional
comments from DEP,

REQUEST FOR DETERMINATION OF APPLICABILITY
TGG Land Planning, Inc.- -Lot 8000, Plymouth St. - -To establish
wetlands boundaries at proposed site
This project has been filed so the Commission can make a
determination for that portion of the parcel which has not yet been
reviewed with regard to wetlands boundaries. The plan highlights what
has already been determined. Entire perimeter to be done is a little
over a mile and surrounds a complex area. Mr. Pilsbury asked about
the locus for this project, in relation to other projects in the area.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -404
Town of Mansfield -- Westerly side of Plymouth St.-- Install culvert
in Hodges Brook; construct entrance road, clear land within
wetlands buffer zone to create recreational facility
Dick Lewis represented the town. The site walk resulted in a
reevaluation of one area for possible use as a preferable replication
area. Dick will be taking another look, to verify. Some areas have
been re- flagged as a result of the site walk. Comm. Powers had some
questions about the delineation at location E -W -H. Trowbridge will
re- survey. For the next continuation, Dick proposed to locate the
proposed driveway and parking lot on plan and to bringing forth final
plans, reestablishing a 20 -30 ft. no- disturb zone. The project as
proposed doesn't trigger any wildlife habitat regulations. Comm.
O'Neill reminded the board of its responsibility under town charter to
protect natural resources. Comm. Powers noted that Town meeting and
the Board of, Selectmen have decided this land will be used for playing
fields; the commission must work within those guidelines. The
intent of the project is to clear large open space and not to leave
areas of trees between fields.
Comm. Owens noted his discomfort ("somewhat incensed ") about what
was reported in the Mansfield News about supposed commission
insensitivity regarding this project. He feels that selectmen should
look at the project and suggested formally inviting selectmen to look
at whole picture. Dick was asked to send a memo inviting the Board of
Selectmen to join on the site walk on 11 -7 at 10:15.
The town has submitted stepped plans for the culvert crossing,
which should take a week at the maximum. Plan should show land under
water body.
Comm. Powers expressed reservations about changing the
replication location and requested that it be reevaluated at the
conclusion of a field walk on Plymouth St. on 11 -7.
MOTION: To continue to ii -F at 9:30 p.m. with site walk on 11 -7

Wayne Carrigan - -52 King Arthur Way -- Construction of pool within
100 ft. of wetlands
Wayne Carrigan appeared before the board. The proposed project
is similar to one the commission has heard for this site; the previous
hearing was for a barn /garage. The new plan shows a smaller building
but a pool has been added. A dry well or sump will be required for
back washing. Hay bale line the same as for old plan. During
excavation, water will be pumped to upland.
NOTION: To close the hearing.

TARA ESTATES:
Mr. Trowbridge showed the commission plans before the Planning
Board, who asked the commission to -review before planning board
approval. The process does not lock the commission into anything. Mr.
Trowbridge asked whether the commission saw anything that would
require a redesign. Commissioner Powers made a suggestion about the
outlet.
