WETLANDS PROTECTION ACT HEARING - SE211 -379
Zola Family Realty Trust -- Rosewood Drive (off Bird Rd.) -- Grading within
buffer zone during construction of 19 -lot subdivision
Mr. Paul Folkman, of Folkman /Zola Builders and Mr. Ralph Maloon represented
the applicant. This subdivision has been permitted by the Planning Board. It
is located off of Bird Rd., runs parallel to Maple St., and includes a 650 ft.
cul -de -sac. Drainage system is shaped like a "V" and incorporates a series of
basins located in the middle, all connected through an oil/water separator.
System includes twenty ft. of riprap and a grass -wale. Due to the size of the
watershed and the amount of impervious area being created, there is a slight
increase in water past -devt. The applicant proposes not to excavate upland to
create detention, but rather to allow the large wetland area-to hold the water.
There is currently a pipe protruding into wetland; the applicant proposes to
build a headwall at this location to hold the water back a bit more on Maple St.
MANSFIELD CONSERVATION COMMISSION MINUTES
MONDAY, FEBRUARY, 10, 1992 -- PAVE 3
Excerpts from the drainage study submitted by Ralph: Pre - devt.- -110 cfs; post -
devt. 114 cfs in the 100 -year storm. The wetland in question covers seventeen
acres probably created by the 12" pipe put in by the town. Former commissioner
John Rhoads has reviewed the proposal, and questioned using existing wetland as
storage, though noting that the.tradeoff would be that more natural area
is retained with less maintenance difficulty.
Under the proposed plan, some lots on Maple St. might get up to an inch
more water (horizontally). Comm. O'Neill requested that the applicant provide
an easement from the lot owners who would be affected.)( Comm. Owens asked (and
Comm. Poholek concurred) whether John Rhoads could give his opinions about the
proposal in writing, for the record. Comm. Poholek asked whether the Planning
Board had approved the head wall. Mr. Maloon's recollection is that they did,
but couldn't remember any specific comments about it. The Planning Board has
issued a permit for the earth removal portion of this project. The direct
discharge into wetland is mitigated because of the long swale and riprap. Comm.
Owens is not entirely comfortable with the direct discharge into the wetlands,
Comm. Poholek agrees.
Dick asked whether the increased level of water in the wetland area would
extend beyond the current wetland line, and asked that the answer be in writing,
with backup. He also requested that the applicant give an indication of what
the impact on the wetland would be if they were to create a retention area.
Site walk 8:30 on 2- 15 -92.
NOTION. To continue to 2:45 on 2- 24 -92.

WETLANDS PROTECTION ACT HEARING:
East Coast Devt.- -Lots 12, 13, 22, 57, 58 - Forest Park Subdivision- -
Driveway, house, septic, grading within 100 ft. of wetlands
Ralph Maloon represented the applicant on behalf of Hutchinson- Trowbridge.
Five lots in question. Lot 12: New plan submitted. In 1488 the commission
issued an order for 11, 12, 13, which expired before Lots 12 and 13 were built.
Dick had questions on lot 12 regarding the wetland line, which is why the
delineation changed on the new plan. Dry wells shown on plan, driveway pitches
toward street, leach field is Out of buffer zone, driveway in buffer zone. Hay
bales shown. Maximum limit of lawn shown at edge of hay bale=_-. Dick has strong
reservations about how well the wetland delineation has been done; he feels it
is wetter than shown and would like another professional opinion. The same
holds true for lot 13. Lot 13: Hay bales, leach field in buffer zone, stone
trench along driveway on wetland side. Dick. questioned the topography on the
lot as shown.
Carolyn MkUnierj, 91 York. Rd., was present and asked about the staking of
the lot. Brian Kidder, 31 Lancashire Dr., asked about septic system locations.
Lot 22: A "pork chop" lot. Driveway (last 40 ft.) will drain towards
street.
Lot 57: The shaded area on the plan represents a stone trench. Dick's
concerns about this lot centered an the proximity of the driveway to the
wetland. He feels it is a much tighter fit than represented by the plan.
[COMM. Powers arrived at 10:55.1
Sharon Basset, 40 Lancashire, was also present. Site walk.: 10:30, 2- 15 -91.
NOTION: To continue to 2 -24 -92 at 9;15.
