The meeting was called to order at 7:00 p.m.
PROPOSED CHANGES TO ORDER OF CONDITIONS SE211 -377 (EAST MANSFIELD N[{Efy(tit }
Mr. Ron Ford was present to explain his proposal for a proposed crossing (f
the Canoe River at Mill St. The weight limits of the existing bridge preclude
his moving heavy equipment and 10- wheelers over it. Consequently, he is
proposing two 20" ductile iron pipes to be placed right under the bridge into
the stream (about 36' long), with a liner of stone, etc. Two areas must be
crossed in this way, although one area would require only one pipe. The
temporary culverts would be in for the duration of the project, through November
30, 1992.
The alternative to this proposal is to detour the heavy equipment all
around the roads in question (a distance of 5 -6 miles). Work is needed on both
sides of the bridge (the bridge is about halfway through the project).
Comm. Smith noted that he has used this method himself, and felt it works
well, with a liner.
In response to questioning by Comm. O'Neill, Mr. Ford explained that much
of the removed material must be hauled offsite for storage, though most of it
will be returned to its original location. In addition, stone must be hauled
in. Comm. O'Neill asked for drawings for both channels, and explained that the
proposed changes should be submitted to DEP as well as to the Army Corps of
Engineers.
Chairman Cauldwell requested a detailed description of work, including work
sequence and methods, complete sketches, and restoration /replication plans. He
emphasized the importance of restoration and cleanup.
Dick Lewis also requested that the applicant address the issue of how the
water will be dealt with; it is anticipated that the water will be stopped for
no more than 3 or 4 days, but details regarding this activity must be submitted
as well.
Comm. Powers expressed reservations about the proposal because of the great
amount of disturbance, particularly to bank and wildlife habitat. Comm. Poholek
agreed. Commissioners agreed that this represents a change major enough to
warrant re- advertising; an ad will be placed in the Mansfield News at the
expense of the Mansfield DPW.
The meeting adjourned at 7:45.
