Members Present: Chairman Cauldwelly Commissioners Forbes; 4,4, Ne•3'11{ i +tens,
Powers, Smith
/ The meeting was called to order at 7:00 p.m. by Vice -Char a I o ers.
AMENDMENT TO SE211 -377 - EAST MANSFIELD SEWER INTERCEPTQR PROJEC
Mr. Ron Ford was present to address the commission' yfb j n J Comm.
Smith looked at the site today and sees no problems, but has aabout
n
going over steel H -beams placed over existing the bridge. He has dob ghat
before. [Chairman Cauldwell arrived.] Comm. Powers asked whether there has
been exploration of crossing just the river, and not the sluiceway. Town
Engineer Swanson had discussed that and staked it that way initially. Mr. Ford
felt it was possible to do that. They have not explored strengthening the
bridge (as Comm. Smith suggested). Comm. O'Neill suggested trying to borrow
"Bailey bridges" from Army Corps of Engineers. Mr. Ford feels that the area of
disturbance will be the same if the proposed work is done, but the time frames
will be different.
Comm. Powers feels that there are alternatives (as noted above) which
should be explored, and also expressed her opinion that there is no need to
cross both river and sluiceway.
Joe Gonsalves, 137 Mill St., asked when it was determined that the bridge
could only carry 7 tons. The state (which is ultra- conservative) inspected
within the last year or year and a half and did their own analysis.
Mr. Swanson asked what additional information is needed. Commissioners
stated that they would like to see a work schedule and time sequence, as well as
a back -up plan for handling unusually high levels of water (hurricane, etc. ?.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -386
Home Developers Inc. - -Lots 2, 3, 4, Jennifer Drive -- Houses, grading within
wetlands buffer zone
Ralph Maloon had discussion with Dick Lewis in the field last week.
He brought in copy of old plan showing compensation and 11,820 sq. ft. of fill.
The house and leaching field on lot 4 have been removed from plan, and Mr.
Doutas is no longer planning to build on Lot 4. The Rosewood wetland line has
been added to plan. Comm. Powers noted that adding a four foot extension, with
piping, is an alteration to wetland. She asked for more detail about work in
this area: which way will driveway pitch, etc.? The Commission wants to walk
the area. Comm. Owens noted that elevations are needed for grading, in an area
near driveway. A new plan has not yet been submitted to DEP, but it will be
after site walk.; compensation still must be added to plan.'
Dick. Lewis advised that the applicant has a less - than - exemplary record with
regard to wetland replication. Dick suggests requiring a replication plan by
reputable firm before the close of the hearing, and that the pricing for the
replication be generated and an up -front cash bond be held by the Town to
guarantee that the work be done.
Comm. Powers asked to see details for grading, etc. 'for house lots 1, 2,
and 3.
MOTION: To continue hearings to the site walk can 5 -23 and to 6 -22 -92 at
