MANSFIELD CONSERVATION COMMISSION MINUTES
MONDAY, JUNE o, 1992 -- PAGE 1
Members Present: Chairman Cauldwell, Commissioners'Powers, O'Neill,
Poholek, Smith
MINUTES:
MOTION: To accept the minutes of 5- 26 -92.
(O'Neill - Powers; all in favor-) VOTED
ADDITIONAL SURPLUS STATE -OWNED PARCELS: Dick has looked into the
availability of three additional small parcels: the smallest is .28 acres,
largest piece 3.5 acres, landlocked; none are contiguous with conservation
land, - all excess from new 144/495 going through. They were not
conservation land before taking. Nothing conclusive resulted from the
meeting which Dick attended, at which the Town Manager and state officials
were present.
BUDGET: The conservation budget has not changed from the last town
meeting. The same budget will be presented at the June 10 town meeting.
CONSERVATION GATES: Installation will be scheduled; should be over by (or
encumbered by) the end of the fiscal year.
AMENDMENT TO SE211 -377, E. MANSFIELD SEWER INTERCEPTOR
Ron Ford, Dave Archard were present; their proposal has not changed
substantially from last time- pipes across the main part of the brook;
increased flow go with 3 20" pipes instead of two, will not cross
sluiceway, ,lust the main part of the brook, will be tied up until November
30 at the latest. Comm. O'Neill reminded Mr. Ford that the plan showing
three culverts has not been submitted; Mr. Ford will see that the
commission gets the plan. Comm. Powers indicated that the stone walls on
sluiceway and river itself should be reinstalled as they are now. When
water line went in, pictures were taken and stones were numbered so
reinstallation was done accurately. .
Construction sequence and detail=_- were explained; there are possible
de- watering considerations. Inside the culvert itself, there will be wood
sheeting on both sides (cutting across the river bed).
Comm. Poholek asked about contingency plans for handling extraordinary
amounts of water. Dave Archard looked at existing and proposed flows, did
some calculations, believes full flow can be handled by diverting it
through Mr. Gonsalves' property. He also feels that the project is
sufficiently bonded to cover, eventualities. Beta Engineering is doing the
checking. Order=_- are technically issued to the town of Mansfield, which
means town is responsible for carrying out those orders.
Comm. O'Neill asked that a special condition be included specifying
that work not be done until the commission sees a written agreement with
Mr. Gonsalves regarding use of his property during an emergency situation,
since he has the water rights.
Comm. Smith has no problem with the proposed project. Comm. Poholek
asked whether storm calculations would be appropriate; Mr. Archard
explained the enormity of doing any additional calculations beyond what has
been done.
