Owens, Powers, Poholek
The meeting was called to order at 7:34 p.m.
MINUTES: MOTION: To approve the minute=_. of 7 -13 -92 as corrected.
(Forbes - Powers; all in favor) VOTED
LEGOWORLDIGREAT WOODS:
Chairman CaUldwell went to SRPEDD meeting about LegoWorld; essentially
no new rinfo in; IR0 other representation from Mansfield, except for L.
Flynn. SF it S main concerns seemed to be addressing ,lobs development and
transportation issues. One representative (from Swansea or Somerset)
commented that there was too much local shortsightedness and implied that
quality of life issues were irrelevant in the face of unemployment.
Commission status. has pursued acquisition of the land from the state,
and is educating itself about its holdings and how they should be used.
Mr. Flynn has excellent maps about holdings; the suggestion was made
to invite him to provide information about conservation land.

Mr. Doutas and Mr. Maloon were present, as was abutter Debra Graham
(574 Maple St.) A replication plan prepared by Drown Environmental Services
was submitted. [Comm. O'Neill arrived.] Stone trench now located beside
lot 1 driveway. Boulders will stay. The pipe under lot 1 driveway will be
extended. Driveway on lot i will have a stone dust /gravel combination
surface. Pitch on common driveway will be toward street.
Leaking trucks have been moved. If leaking continues, this must be
corrected.*' Rubbish man has been contacted to pick up rubbish, according to
Mr. Boutas, but rubbish will be removed immediately only if it is
considered an "emergency." Chairman CaUldwell advised Mr. Boutas to get a
receipt for trash removal. Mr. BOUta5 said a pan had been put under the
machine; he said the dump truck doesn't leak but he'll check again. Lot 4
has been removed from the plan, but it hasn't been withdrawn from the plan
submitted to DEP. Mr. Maloon said he would notify DEP.
The common driveway is proposed at existing grade. Elevations/slopes
pre and post are not shown. Mr. Maloon: some of the spots need "touch -Up"
to bring it to 3:1 slope. Plan doesn't show intent for driveway areas;
plans should show accurately what has been discussed with commission. Old
cart path should have been scored so that water could flow over it; plans
show it being left as is. Dick: driveway issues can be hand/ d i rd rs.
sure replication is done first commission has e Loons:
To make p , tie p`ions: to
state emphati a l in the orders that it be done first, or to use a bonding
procedure; °ic'mm ssioners agree that the issue must be crystal clear to the
applicant before hearing ends. Comm. O'Neill also wants refuse out before
any other work. commences.
Debby Graham asked how the replication areas were chosen, particularly
a mature upland area; however, this area would have been graded out anyway.

MANSFIELD CONSERVATION COMMISSION MINUTES
MONDAY, JULY 27, 1552 -- PAGE 2
Summary: need better plan showing toe of slope, accurate placement of
driveway, elevations, etc. Precedent exists for requiring 'replication
before all other work. First item of replication plan doesn't work,
because there is no "muck" on site. Dick would prefer a plan similar to
that done by Sanford for Austin Farms: small plan showing -replication
area, various plants, etc., with a clearer understanding of numbers and
distribution of plants and some guarantee of sufficient water and good
soils to sustain the replication plantings. A construction sequence,
including indication that the house would be constructed after the
replication, would indicate the applicant's willingness to comply. Oil
situation should be rectified before next hearing.
MOTION: To continue the hearings to 8:30 and 8:31 on 8- 10 -92.

LITTLE LEAGUE:
Kenneth Larson, 25 Basin St. and Brent Bonneyman, iG Park Ave.
presented plans. Permanent buildings proposed for new fieldsujlohci, oncrete
or asphalt, but stone dust and pressure- treated lumber for ytgouts.
Building proposed: bottom story is storage, second story for video cameras
etc. - like press box. One area of fencing is pressure treated, also, for
scoreboard area. Would make tournament play possible: batting cages along
sides, bull pens, warm -up area=_- on each side, etc. About :640 - 50,000 to
build the field. Comm. O'Neill mentioned a grassy area which shouldn't be
parked on, getting torn up; Little League officials agreed to monitor area
and mark it off.
More specifics will be required for actual filing as process moves
forward. Issue of building on conservation land must be clarified; Dick.
will research.
This new field is the same size as that planned originally.
Provisions for access- to conservation land must be balanced with
protection.
