build an addition to the southwest face of the Mansfield Health Clinic.
(The addition would be ten feet wide rather than the nine feet mentioned on
the application.) A corrected plan will be submitted showing a new entrance
shifted from the center to the side. The clinic needs more storage area
for records, more treatment rooms, etc. They will be repainting parking
spaces but will not construct any additional parking areas. Existing

impervious area will remain the same. No additional impact to wetlands.

WETLANDS PROTECTION ACT HEARING - SE211-400
Great Woods Center for the Performing Arts - -South Main Street -- Expand
seating and parking areas; improve access from Rte. 140
The commission determined the wetland line July /Augus't 191. Kate
Thompson from John Crowe Associates, Larry Keats from HW Engineers, Rayna
Rubin from Great Woods. The proposal is to expand seating by 5000 seats,
with 680 new parking spaces to be located immediately north of an existing
parking lot. The project involves two detention basins and an expanded
secondary_ ingress /egress off of Route 140. An Environmental Impact Report
filed with MEPA in 191. Calculations for "isolated land subject to
flooding" included in NOI. Great Woods agreed to protect Swale and
detention basin as resource areas. Phase 1 would include 500 parking
spaces and both easterly and westerly detention basins. Hay bales and silt
fence shown for siltation control. One lane of incoming traffic, as well
as a wood -chip covered fire lane. No proposed alterations of wetlands.
Parking located totally outside of the regulated resource areas. Work
would be within buffer zone only. Construction sequence included in NOI.
Catch basin hoods and oil traps included for maintenance. One detention
basin outlets directly upstream of the bordering vegetated wetland.
Eastern and western watersheds as currently existing will not be changed.
Other basin will be outletted to existing Swale and from there to existing
drainage system. Goal: to be done with construction for 94 season.
Sized /studied for paved parking areas.
Mr. Karl Clemmey, 750 S. Main St., maintained that the emergency road
was originally filed as an emergency exit only and objected to its being
turned into a driveway.
Rayna Rubin responded that the driveway is not being moved, but asked
the commission to het her know of any history which excluded the present
proposal for the driveway; she knows of no restrictions placed upon Great
Woods regarding this road.
In response to Mr. Clemmey's additional concerns, Chairman CaUldwell
explained that the law as written allows more water to flow, as long as the
pre -and post -peak flows are balanced, as the applicant has maintained that
they are.
Tony Deland, 900 S. Main St. asked whether any expansion is planned
for the easterly side of 140. There is none at this time.
Joe DelGrasso expressed concerns about the additional exhaust fumes,
but was told this is not a concern.under the Wetlands Protection Act or its
regulations. Comm. Powers asked that the Town Engineer review the calcs
from the WPA perspective and suggested writing to Board of Selectmen asking
for permission for him to do so. Site walk: 7:30 a.m. 8- 29 -92.
1'IU IYllHl, HUU U.]1 LY, 1Jr -- I"HUC Y

REQUEST FOR DETERMINATION OF APPLICABILITY -
Creative Housing Co., Inc. -- Easterly side of Branch St. (Assessors
Map 32, Parcels 18, 20) - -To determine wetland resource area boundaries
Mr. Harry Blackey, New England Investors Trust and Ralph Maloon were
present. Two issues for the Commission: (1) whether there are wetlands on
the parcel and where they are; (2) whether the hypothetical plan presented
for a conventional subdivision would be buildable.. The only change to the
plan shows a wetland off site changed from isolated land to wetland. Rev.
date 8- 24 -92. Site walk successful in resolving wetlands delineation
issues raised at hearing. Comm. Powers suggested that the commission
reserve the right to more fully delineate wetlands in one area near lots 10
and 11. [Comm. Poholek left the meeting.]
Walter Valant_e, 7G Branch St., abutter, had questions about the Back
Day Brook.
MOTION: To close the hearing.
(Powers - Forbes; all in favor) VOTED
MOTION:- To issue a positive O1 determination, reserving right to re
delineate more closely on two areas should work come within
100 ft. .Bordering vegetated wetlands, land under water body,
bank., and isolated land subject to flooding.
(Powers - Smith; all in favor) VOTED
Regarding the conceptual plan for conventional subdivision: now
presented with bridges rather than box Culverts, which involve temporary
disturbance, but no filling. Dick. will generate a letter to Planning Board
regarding this plan for this Wednesday. Comm. Powers would want to know
area of alteration for the two bridges, but agreed with the rest of the
commission that the currently proposed conventional plan creates least
impact for conventional subdivision. The commission's decision was to send
a letter drafted by Dick expressing such a view.

MOTION: To issue a partial certificate for lots 13 and 58.
