GREAT WOODS ORDER OF CONDITIONS - SE211 -400
According to Dick, Great Woods has submitted the information which had been
requested at the meeting at which the hearing was closed. Comm. Forbes didn't
think hay bales or rope barriers are a permanent solution, and the fact that
Great Woods proposes to revegetate the area every year indicates that it is not.
Commissioner Powers and Chairman Cauldwell agreed and wished to stipulate a more
permanent barrier. Dick advised the commission that concerns regarding the
installation of permanent fence along the swale are outside the scope of the
current Notice of Intent, which involves only expanding the parking lot area and
minimal widening of the road. He 'recommended handling the issue by Enforcement
Order if the Commission wishes to address the problem. Comm. O'Neill felt it
=00,501101 d 6 a separate issue, but. part of the orders. After discussion,
agreed that nick's point is valid and the issue should be
dealt with separately.
NOTI0N: To write letter to applicant asking that a permanent solution he
proposed to address problem of erosion of slopes, which could have
an effect upon Rumford River.
(Forbes - Powers; all in favor) VOTED
Add to special condition 01: in the opinion of the commission, erosion
occurring towards the existing drainage swale has the potential to impact
resource areas but that condition is outside the scope of the current NOI and
will be dealt with separately.
MOTION: To issue orders as discussed. n

Bob McLackan, President of MAC Homes, was present to request an extension
of this hearing for two to three months. He feels that the project will be able
to move forward, and that the parties involved have worked towards reaching
agreement on outstanding issues. Mr. McLackan believes Jess Realty will re -file
with the same NOI. Re- notification of abutters and re- advertising must occur.
The applicant was told by Dick that if information requested by the commission
were not forthcoming by the continuation date, the hearing would be closed and
the project would be denied.
MOTION: To continue the hearing to 8 :00 p.= January 25, 1993 with re-
advertisement and re- notification of abutters at the applicant's
expense.

WETLANDS PROTECTION ACT HEARING -
TGG Land Planning- - Plymouth St.-- Construct cul -de -sac at proposed terminus
of Plymouth St.; install culvert in Hodges Brook under proposed cul -de -sac
Bruce Tyson represented the applicant. No DEP number as yet. Abutters
have not yet been notified. Project created some years ago when Cabot Partners
the land from WRC Properties in New York. Waiver has reduced the size
of the turnaround from 1601 to 120' with a 201 island. Size of culvert has been
reduced. Replication areas for land under water body, bank, bvw etc. exceed
amount of disturbance; figures are within the NOI filing. Hay bales and
sedimentation controls will be set in place according to plans. Pile of stones
and crushed stone dike also. "Diapered" catch basins. Work will be done dry;
water will be pumped, with stones acting as dissipater. All shown on plan.
Replacement channel will be placed at same elevation. 430 linear feet of bank
being lost; 452 being replaced. Comm. Smith advised that there will be water at
one point which will have to be pumped, separately. Any bvw within 100 ft.
should show on the plan. Site walk: 10 -17 7:00 a.m. Mr. Karl Clemmey present
to ask about whether a culvert crossing contemplated at some future date for the
recreational project, and, if so, could crossings be shared? Mr. Tyson would
have concerns about kids and trucks on the same road. Mr. Clemmey feels it
would be preferable to have one wetland crossing 'rather than two.
ILL +TION= To continue the hearing to 10 -26 at 3.24.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -404
Town of Mansfield -- Westerly side of Plymouth St. -- Install culvert in Hodges
Brook; construct entrance road, clear land within wetlands buffer zone to
create recreational facility
Dick presented the project. Commission agreed with the wetland lines shown
except for a couple of areas; Dick will get those areas clarified and re-
surveyed. Dick. expects that the work can be done by site walk. on 10 -17 for re-
checking. One parking lot may need re- configuring as a result. Comm. Forbes
voiced her concerns about wildlife; she prefers not to see deer habitat replaced
with soccer fields and/or tennis courts. Comm. Powers wishes to double check
resource areas according to new plan. Dick has spoken with the Army Corps of
Engineers, but has received nothing from them yet. Alice Pilsbury, 55 Old Elm
St., expressed her concerns about box turtles, eagles, as well as deer. Mr.
Alan Pilsbury was present and was on the field walk. about 213 of the time and
reiterated his concerns about wildlife. Nancy Udall, 95 Old Elm St., has
concerns about runoff and how water will be leaving the area. Dill Udall, 95
Old Elm St., wants to know what buffers are proposed around the proposed
recreation area. Sohn Southern, 15 Old Elm St., was told there are currently no
plans yet for lighting. He asked to see plans. Comm. Powers asked about the
100 -year flood elevation; Mr. Swanson responded that the 100 -year flood has not
been evaluated. Mrs. Udall asked about the level of groundwater. Mr. Swanson
said no tests have been done for groundwater. (Comm. Owens arrived at the
meeting.] Chairman Cauldwell has real concerns about the wildlife value of the
property.

[Comm. Powers not present for this hearing.] Beaumontls Pond subdivision

Joanna Drive. However, they will not do so if oil /water separators and
catchbasins are 'required. Mr. Swanson proposed a compromise solution, including
two grass depressions. Board of Selectmen voted to allow contractor to do the
work, but at no cost to the town. The proposed design will suit the developers
financially. Project is on town property. The oil /water separators used will
be the ones located at the Beaumont's Pond in Foxboro. Comm. Forbes expressed
concerns about allowing the road to be extended without oil /water separators and
catch basins. Comm. Owens agreed this was of concern. The area in question is
probably less than a thousand feet from the Cate Springs well. The Planning
Board voted to accept it as a field modification. Foxboro Planning Board is
willing to accept it as a field modification, but is waiting to hear from the
Foxboro Conservation Commission. Chairman Cauldwell asked where the normal
street water runoff will go. Mr. Swanson answered that it would go right down
to the river.
Correspondence received on the project: Copy of letter from Ralph Seifert,
abutter, to Bill Williams: concerns re maintaining frontage on Old Maple St.
William and Patricia Donovan 308 Maple, advocating support; Morrisons on 328
Maple also sent letter of support. Carol Penney, 336 Maple, also wrot0oletter
advocating support for project. Letter from Planning Director of Foxboro
Planning Board to Bob Swanson.
Total length of roadway: proposal eliminates existing pavement on Maple St.
New paved area and old removed paved area are essentially equivalent areas.
Bill Morrison, 328 Maple St. provided history of the project. Ken Kilburn,
318 Maple St., wants the street done and pointed out that if there were an oil
Spill now, it would be a bigger problem than it would be after the road project
is done.
