Highway Dept. which is working in Conjunction with Great Woods. A Certificate of Compliance on EIR was issued in 1989. Four alternatives were studied as a part MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, NOVEMBER 9, 1952 -- PAGE 2 of the EIR; according to Ms. Thompason, the plans currently proposed depict the alternative selected in the EIR process which would have the least environmental impact. Wetlands were flagged by John Crowe Associates and reviewed by the Commission in October 1990. The project involves widening of Route 140 from Mansfield /Norton town line; Rumford River bridge as well as on and off ramps from 495 will be worked on. Four resource areas being impacted: bvw, bordering land subject to flooding, bank-, and land under water. The project will be presented as a limited project on the grounds that two substandard intersections will be improved. The applicant has agreed to meet all performance standards for all resource areas impacted. The amount of runoff which flows directly into Rumford River will be reduced. Pre- treatment cattail marshes will be constructed so water is treated /filtered before entering 'river. Although the work on the ramps is within the buffer zone, the applicant wishes it all considered as one project. Site walk: 7:30 a.m. at 11 -14. (Powers - O'Neill! all in favor, Forbes, Smith abst.) VOTED RE PAVING OF NEW PARKING LOT AT GREAT.WOODS In 1987 the Conservation Commission sent memo to ZDA supporting an application by Great Woods for variance from paving requirement. Rayna Rubin came before the Conservation Commission to explain they are again requesting a variance for paving the new parking lot.. Mansfield Zoning bylaws require paving and berming. Mr. Larry Keats of HG Moore explained that: 1) The capacity of drainage system and associated structures can handle either paved or unpaved. 2) This area is fairly remote, and it is anticipated it will not be used except for capacity crowds - up to 30 times a year. Great Woods is proposing partial paving to protect catch basins and perimeter. They are requesting a letter of support from the Commission. Questions raised by Comms. Powers and Poholek about the reasons for not paving. Ms. Rubin indicated that it was a recommendation made by the State as a water quality issue. MOTION: To write supporting a variance for proposed remote parking area on the basis of the water quality issues cited in the 'State's water quality certification process.
