REQUEST FOR DETERMINATION OF APPLICABILITY
D. R Z. Palutchko, 2E Monahan Lane.
The applicants presented a proposal to build a two -car garage,
with roof drainage to be fed into dry wells (not shown on the plan).
Mr. Palutchko asked the commission's preference regarding driveway
surface: crushed bluestone or asphalt.
Four commissioners saw the site. No slope proposed from the
driveway towards the wetland; drainage will be towards the street.
Were there to be any slope towards wetlands, Mr. Sadowski would have
a slight preference for crushed stone over asphalt for the driveway
surface. Comm. Forbes pointed out that the stone trench shown along
the driveway means the driveway surface doesn't matter much; she also
reiterated the site walk consensus that the hay bale line should be
extended in one area (closer to lot 46).
MOTION: To close the hearing.
(Forbes - Sadowski; all in favor) VOTED
MOTION: To issue a neg. 113 determination, noting the changes in
the hay bale line agreed to on the site walk.

WETLANDS PROTECTION ACT HEARING - SE211 -414
Mansfield Little League- -275 Otis St.-- Construction of gravel
parking area and associated grading within 100 feet. of wetlands
Abutters have been notified. Spokesman Ken Larson, 25 Basin St.,
explained that construction of a new field is being proposed at this
time because of Little League growth of about 15% per year. "Future
construction" included on the plan will depend on future population/
Little League growth. A parking area has been proposed as well;
LL officials have met with Planning Board and Zoning Board officials
and have been granted the right not to pave the proposed parking area.
The area from Otis St. up to the existing gate will be paved. A gate
is proposed between fields to prevent cars from driving onto the
fields (it will not prevent pedestrian access).
Dick Lewis sat in on the site plan review, where improvements
were made to the original plans.
Comm. Sadowski had concerns about the parking being so close to
Sweet's Pond; proximity varies from E -8 ft. to 20 -40 ft. The parking
area (229 spaces) will be pitched towards the retention area.
Richard Sheehan, 355 Otis St., questioned the need for 229
parking spaces. Ken Olson responded that the number takes into
account non - Little League potential Use (e.g., boat ramp) as well as
potential Little League Use; he commented that the Little League might

be able to live with fewer spaces but questioned whether that would be
in the best long -term interests of the community. Brent Bonnoyman
will speak to the volunteer engineer regarding having the areas
staked. He also noted that the number of parking spaces has already
been reduced, from 274 to 229.
Joe McCarthy, 18 Plantingfield Rd., was also present.
Paul O'Neill, 294 Gilbert St., suggested posting 10 m.p.h. speed
limit signs along the access road.
The LL representatives agreed to a hearing continuation.
MOTION: To continue to 2 -22 at 8:00 (site walk 2 -20, 7:30 a.m.)

- -There will be a workshop with the Board of Selectmen on Feb. 11
