The disturbed area should be revegetated. NEW BUSINESS: Hatheway & Patterson declared bankruptcy in February 193 and will cease operations in May. WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -423 James Epstein -- -300 Maple St. -- Dwelling, driveway, utilities, etc. within 100 feet of wetland=_. Michael Trowbridge represented the applicant. Plan was unchanged after site walk. Comm. Sadowski asked for delineation on plan of additional wetland areas noted on the site walk. No construction currently proposed in those areas; Conservation Commission will have a chance to review again. However, finding should be included that wetlands exist (east of flag :S) which are not noted on this plan, and a condition should be included that additional construction proposed will 'require additional review by the Commission. Also, limit of work line should be shown on easterly side of driveway. MOTION: To close the hearing. (Powers - Sadowski; all in favor) VOTED MOTION: To issue the Orders for SE211 -423 as presented with addition above. (Powers - Sadowski; all in favor) VOTED WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -424 Remus Realty Trust- -Lot 84A, 37 Donald Allen Dr.-- Single family dwelling, septic system, driveway, grading within buffer zone Ralph Maloon represented the applicant. A revised plan was submitted, reflecting changes made as a result of the site walk. Some discrepancies on the plan should be corrected since this is to be a plan of -record. Some distances do not accurately reflect what currently exists on site; a corrected plan must be submitted. Comm. Sadowski noted that one proposed area of hay bales would be practically standing in water. If there is insufficient room to work, there is likely to be alteration to wetland. Alternatives: retaining wall or terrace, with boulders, to move limit of work back. A plan should show exactly what will be done in that area. Commission needs to review the line that Dirk has flagged. The issue of a drainage easement and its proximity to wetland line must also be resolved. Mike Powers Eno relation to Comm. P'owe'rs], a volunteer consultant to the commission, 'reviewed Mr. Aldinger's report and sent a response to commission. He-generally concurs with Mr. Aldinger's report and raised a few additional points for consideration. Mr. Maloon responded to three items: area feeding tributary; question of velocity of flow into retention area, particularly up against the dike; siltation controls around v- notch. Comm. Sadowski asked how the detention basin is to be constructed. The basin has to be =_-tripped of top layers; pervious sand and gravel must be brought up to grade 140 The bottom of the basin will not be impervious. Comm. Powers noted it was her understanding that compensation for isolated land subject to flooding (not isolated wetland) should be calculated out to the 100 -year flood level. Dick Lewis suggested that he is comfortable addressing outstanding'i =sues through orders; monitoring, construction sequences etc. Mr-. Folkman stated that the intent of the applicants is to Have Dr. Aldinger work closely with Ralph Maloon and the contractor for monitoring purposes and that this could be included in O'rde'rs. Comm. 'Sadowski indicated his initial preference to see replication plans, construction sequences, etc. as part of the hearing process, so the public has a chance to discuss the proposal. It was noted that Dr-. Aldinger's report and Mike Powers' response memo constitute a scope of work. Comm. Powers suggested putting into the orders specific language about time sequences, particular points at which commission review will be required, and references to all memos and reports. Comm. Sadowski agreed this would be adequate. MOTION: To close the hearings. (Powers - Sadowski; all in favor, Smith abst.) VOTED WETLANDS PROTECTION ACT HEARING CONTINUATION Exclusive Realty- -Lots 1 -4, East St. - -800 sq. ft. wetlands to be disturbed during construction of houses, grading, utilities Michael Trowbridge represented the applicant. Powers asked whether any provisions made for check dams to make sure water in wetland area doesn't flow along sewer line. The applicant stated these could be added. Attempt will be made to save well (which apparently was once used to store milk); well t is outside area of sewer line installation. Commission's agent- will MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, MAY 17, 1493 -- PAGE 3 be notified before installation.
