LAND ACOUISITIONtMEETING WITH NORTON OFFICIALS
Norton Conservation Agent Kathy Romero has had a lot of turnover
among commissioners, but feels there is still great interest in land
acquisition issues. However, she feels there would be reluctance to
Put all money into Great. Woods acquisition, because other parcels are
also of interest to Norton. Dick will send letter for the purpose of
arranging a joint meeting.
MOTION: To have Chairman and Dick issue invitation for joint
meeting at a mutually convenient time.

Ferry Development Corp. - -Lot 4, Willow St.-- Proposed
repair /replacement of existing septic system within 104 feet of
land under waterways
Michael Trowbridge represented the applicant, who proposes to
replace an existing septic system with one which meets Title V; the
breakout requires extensive grading. Although the test hole was done
ten feet from the location of system trenches, there is consistent
material throughout area. Ground water as set by Board of Health is
so high (132.2) that system is required to be above existing
elevations. No work to be done along the bank /within the flood zone.
Comm. Powers suggested a condti.on requiring monitoring and maintenance
of stabilization measures by the applicant or his successor until
growth is established.
MOTION: To close the hearing.

WETLANDS PROTECTION ACT HEARING - SE211 -453
North Park Realty Trust- -lot 3, York Road -- Proposed dwelling,
grading, septic, utilities within 100 ft. of wetlands and flood
zone
Michael Trowbridge represented the applicant. Plan proposes,
single family house. Roof drains shown connecting to dry well. Site
walk revealed concerns about work done in back yard. Very tight site,
but some adjustments have been made to plan, which has been revised.
Dirk Lewis noted that although the site looks steeper than he thought,
it does match up to the plans for lot. 6, and he sees no reason to
believe lot 3 is inaccurate. Conservation easement has been recorded„
and is shown on plan.
MOTION: To close the hearing.

OTHER BUSINESS:
-- Discussion of Maple Park areas; dumping problems on some
conservation land. DPW will go in and clean Lip.
-- Chairman Cauldwell noted that the Canoe River is still low even
after other streams and rivers have filled up after rainfall. He
observed that a great deal of water is being taken from this aquifer
and questions whether there is potential adverse impact to wetlands,
with fairly significant potential for contamination. Canoe River
aquifer is declared stressed aquifer, according to Comm. Powers. It
is problematic if a stream is being drained dry cinder any
circumstance=, and the commission has a significant concern, to
maintain wetlands as a bona fide ecosystem. Commissioners discussed
the possibility of the town's reexamining the amount of water being
drawn from the aquifer or at least verifying whether calculations
which form the basis of the amounts drawn are correct. The proposed

Ash well may be a great expense, because of the manganese levels.
Comm. Smith felt that when all houses now planned have been built,
it is quite possible there will not be enough water. Planner Shawn
Burke has 'raised the idea of a Bond which would allow the town to buy
Stearns Hill to prevent development of that area. Commissioners
decided to discuss this issue at the joint meeting with the Planning
Board.
CERTIFICATES OF COMPLIANCE:
MOTION: To issue a Certificate of Compliance for SE211 -320.

COMPUTER PURCHASE:
Dick revised the budget to include $2000 for the purchase of a
computer before June '94. Comm. Powers advised placing a warrant
article in the special town meeting warrant article to use money from
the WPA account.
MOTION: To have Dick prepare warrant article to transfer funds
for this purpose.
(Powers - Sadowski; all in favor) VOTED
ENFORCEMENT ACTION:
Town counsel has secured an injunction in the matter of Carl
Nelson; currently he will only be allowed to Cut up a few trees that
are already down. Dick Lewis noted that this time of year is not good
for doing any wetland delineation, because of seasonal conditions.
WETLANDS BYLAW:
Comm. Sadowski asked about what had been discussed previously.
Dick will review past history. There has been discussion about having
wetlands bylaw under zoning, so building inspector /zoning board has
authority to do something.
RAINSTORM ON DEC. 5:
Washouts in various areas; pretty good cleanup, extra hay bales
in place, etc. in the 140 area. Good response indicates no need for
written letters at this point, though Dick has been under pressure
from Mr. Clemmey to enforce conditions.
STOP AND SHOP EOEA:
Final certificate from EOEA received re Stop and Shop. No
new comments of note.
The meeting adjourned at 10:00.
