Lenny Flynn brought several matters to the attention of the commission: (1) A member of the
highway dept. will relocate jersey barriers which are currently in the wrong place. (2) Joel Lerner
will meet with Beagle Club about their options for preserving their land. He suggested that a
commissioner and/or Dick attend, because discussions are still in a preliminary phase. (3) The
document received from the state which returns the 16 -acre parcel states that the Conservation
Commission can not use the one section for access which they have been counting on for
frontage /access and parking. Town counsel is looking into the matter. Mr. Alan Brown, who has
promised to turn over an area to the town which could be used for access, prefers not to finalize
that agreement until his drainage work is complete. -(4) The remaining parcel could be given
back to the town unless and until needed; this option will be explored and suggested by town
counsel. The state's taking back the parcel could be made contingent upon approval of the
construction of a road (all hearings completed, etc.) - so the state would not actually take land
back unless the road is approved and funded. (5) Status of negotiations discussed with Badge
Blackett: banks are still waiting for a better price, so negotations are stalled.
MOTION: To send Comm. Powers to Beagle Club meeting.

Re Mr. Brown's promise of grant land/easement on the Vickery parcels: Dick's sense is that he
wants to get the road done as quickly as possible. Commissioners agreed that the earlier
discussions with Mr. Brown should be confirmed in writing; also the commission should offer Mr.
Brown assistance in initiating surveying work, etc.
MOTION: To send such letter.

Dick will check on the issues regarding frontage /access in order to determine the best course of
action for the commission.
ORDER OF CONDITIONS: SE211 -456, Donald Allen Drive
MOTION: To issue Orders for SE211 -456 as written and discussed.

APRIL MEETING SCHEDULE: Town Meeting: 4 -25; Commission meetings: 4-4 and 4 -11.
WADING RIVER DISCOLORATION: (Comm. Powers left room during this discussion.)
Chairman Cauldwell believes the coloration may originate at the Laidlaw landfill or Turnpike Lake
in Plainville. He followed it all the way back to Lake Mirimichi, where clear and colored water
are mixing. Dick will contact the Attleboro water superintendent to check on this, and he will also
speak with Dave Archard about some testing as well.
