Powers, Sadowski, Weidner '`ir.i;t c Mark Bobrowski, 41 Fr r+i'cktane, reminded the commission of a $3500 bond Mr. Bonvie had with the town and requested that something be done about a stump dump in his neighborhood. MINUTES: MOTION: To approve minutes as discussed. SADOWSKI- POWERS; all in favor VOTED ADOPT -A -TRAIL PROGRAM: Leonard Flynn, Natural Resources Trust, reported that if the Commission approves the previously discussed potential Adopt -a -Trail Program, Colin Cauldwell has volunteer to serve as the chairman. Harry Chase would be available to consult with the group. The first section to be developed would be the section held by the state; remnants of trails could be restored. Harry suggested doing planning now, with actual trail clearing to begin in the fall. Comm. Powers would like to walk the trail with the commissioners (esp. G. Cormier, who is the commission's designated trails person) and discuss the issues as a commission. Lions Club has volunteered to participate in such a program, as have a walking club and various Girl and Boy Scout troops. Lenny Flynn also reported that a discrepancy in one of the lines drawn on land held by the Mass. Highway Dept. has been researched and redrawn; Lenny is leaving plans which have been researched with Dick. There was no deed for the lot itself, so it was researched by referencing the lots surrounding it. NOTICE OF INTENT HEARING- -Town of Mansfield, D.P.W., Ware Street roadway improvements, sidewalk installation, and drainage work Bob Swanson, Town Engineer, and Shaun Scully, Beta Engineering, Inc. were present. No EIR required. No endangered species in project area; documentation to that effect included in the NOI. Abutters have been notified. Dick has walked the site with Mr. Scully. Plan has been modified accordingly to relocate several utility poles in order to move sidewalks away from wetlands. No new outfalls; all drainage will go where it goes now. Edge of work in vicinity of wetlands, using outfall structures, but no wetland filling. Will be replacing one pipe which is undersized. Minimum alterations, project designed in accordance with standards; MEPA has signed off and all permits have been obtained. New catch basins, using existing drains. New manhole, erosion and sediment controls along roadway in all cases. Dick had no questions. He and Shaun have reviewed prior to meeting, and have walked site. Most of the work is repair /replacement. No file number received. Site will be walked on Wed. eve. 6/29 at 6:30 p.m. Comm. Powers requested a full set of plans for site walk. Reason for putting in sidewalks: public safety issue. Comm. Powers requested document for that reason, for the record. Provisions in limited project section should cover. MANSFIELD CONSERVATION COMMISSION MEETING MINUTES - PAGE 2 Will be bid with granite curbing on one side and Cape Cod berm on other side; depending on cost could be Cape Cod berms on both sides. Standard sumped and hooded oil /water separators can be included, according to Bob Swanson. Total length of sidewalk about 8000 ft., all on westerly side of Ware St. In only one place is there potential for overtopping the road in a 25 year storm; this is where the pipe size is being increased. Robert Medeiros, 258 -260 Ware St. was present and expressed concerns about stream along side of his house; he is afraid his back yard will be flooded. His septic system is back there, too. Will be no change in flow, according to Mr. Scully. Commission will take a look. New catch basin going in the area. Shaun will double check on whether any of the area falls within the 100 year flood plain. MOTION: To continue to 7 -11 at 8:10. POWERS- WEIDNER; all in favor VOTED REQUEST FOR DETERMINATION OF APPLICABILITY- -Town of Mansfield, D.P.W. - -8 Jewell St.-- Reconstruction of roadway with drainage improvements within 100 feet of a wetland Bob Swanson presented the project. Will be formalizing an easement with a town resident to do the work. In years past the Town has had to send a front end loader to scrape the ice, because of a low point which creates puddles. Rip- rapped structure shown on plan, but Comm. Sadowski is concerned that it looks like the water is being channelized rather quickly into the wetland and wants to know what can be done to reduce the velocity, since the marsh is a fairly quiescent wetland. Mr. Swanson explained that the reason for not extending the pipe any further was to stay out of c.etland, but if velocity is a concern, riprap could be extended into the flatter area, and the area could be dug down a bit also. Catch basins will be sumped and hooded. Lenny Flynn abutter stated that this has been a long - standing problem and is glad to have it corrected. Wetlands not shown on plans, though contours are shown. No more than a day and a half in the buffer zone. MOTION: To close POWERS- WEIDNER; all in favor VOTED MOTION: To issue a negative #3 determination, with siltation controls, sump design at outfall, making sure catch basins have hoods or some oil/water separator, with no work to be done in wetlands. POWERS- SADOWSKI; all in favor VOTED REQUEST FOR DETERMINATION OF APPLICABILITY- -Town of Mansfield, D.P.W.- - Maple St.-- Reconstruction of roadway with drainage improvements within 100 feet of a wetland Drainage will be to same places as currently existing. In response to the site walk, some redesign has taken place in order to allay commission's concerns about the amount of sand along the roadways. Additional discharge point catch basin structures being installed. Project duration: about a week and a half. About 4900 ft. will be affected. Comm. Powers requested that the plans MANSFIELD CONSERVATION COMMISSION MEETING MINUTES - PAGE 3 show the areas in which the commission had concerns about proximity to wetlands. Potential areas of concern: 551 Maple St., opposite site of street at 558 Maple St. Dave Archard made note of the areas while on the site walk. Dick will walk area with Dave Archard, get concerns put on plan so commission feels comfortable with negative determination. MOTION: To continue to 7 -11 at 8:30 POWERS- WEIDNER; all in favor VOTED Mr. Swanson was also reminded about materials which have been dumped at several locations from work already being done, some near Jennifer Dr., on the southerly side, but the worst was Bird, Maple Winter area, where the gravel and asphalt needs attention/cleanup. NOTICE OF INTENT HEARING CONTINUATION-- SE211- 472 -- Michael Trowbridge, Lot 4, 16 Douglas Drive -- Proposed house and associated grading within 100 feet of a wetland and flood plain Note # nine has been added to the plan, regarding location of septic system, which will remain the same regardless of the size of the house built on the lot. Double row of hay bales discussed on site; should be included in orders. MOTION: To close. New plan; rev. date 6- 20 -94. SE211 -474: Commission had problem with house location; has been shifted by almost forty feet. New plan; rev. date 6- 20 -94. Hay bale lines all connect. All commission concerns have been met. Plans have been submitted to DEP as well. Dick has reviewed on site; everything looks fine. Comm. Powers asked what is planned for the wetlands area on lot 106 which is in need of restoration. Mr. Bertarelli's representative suggested it would be preferable to include restoration work/specifications in the orders, rather than to request a plan from Mr. Bertarelli prior to the orders. Sensitive areas: near flags 3, 4, 5. MOTION: To close SADOWSKI- POWERS; all in favor VOTED NOTICE OF D-iENT HEARING -- Folkman -Zola Builders - -Lot 22B Bird Rd.-- Constriction of house and associated grading within 100 ft. of a wetland MANSFIELD CONSERVATION COMMISSION MEETING MINUTES - PAGE 4 DMG Engineering, John McDonald. Site walk on 7 -6 (Wed.) at 6:30p.m. Meet at town hall. CERTIFICATES: A partial certificate has been requested for SE211 -416, Lot 69, Longwood Circle. Comm. Powers elected to abstain from this decision due to conflict. No quorum remained, and therefore no action was taken. Partial requested for SE211 -434 from overall subdivision; no wetlands on this lot. MOTION: To issue partial for Lot 9, SE211 -434 SADOWSKI - POWERS; all in favor VOTED Partial requested for SE211 -385, Jennifer Drive, Lot 1 MOTION: To issue partial release for lot 1, Jennifer Dr., SE211 -385, contingent upon review of original orders to confirm the intent of the commission re wetland replication completion. POWERS- WEIDNER; all in favor VOTED Comm. Sadowski doesn't feel he can vote for a partial because of the incomplete and inconclusive nature of what exists on site, even though money is there in the form of a bond held by the town. Comm. Powers also raised the question as to whether the new owner would permit any remedial work. Commission would prefer to see planting finished. Request for certificate was submitted today. Comm. Weidner would rather vote on this certificate after seeing all materials before the commission (i.e., order reviewed, letter granting permission to do work, etc.). MOTION AMENDED: Add: "and also contingpt upon ability to get permission to enter land for the purposes of replication Wp;rk." POWERS- SADOWSKI; all in Ihypl VOTED MANSFIELD CONSERVATION COMMISSION MEETING MINUTES - PAGE 5 MAIN MOTION: Powers in favor, Sadowski, Weidner MOTION FAILS NEW BUSINESS: Mr. Barske - -who has worked for Connecticut Fish and Game as well as the Army Corps, and who has done extensive work with pre- treatment marshes - -and Chairman Cauldwell travelled up the river from Mill Pond; tested for silt. Depth of silt varied but couldn't find bottom of silt in some places. Silt is a result of lost velocity before the water ever gets to pond. Mr. Barske felt it was a remarkable habitat/area; his recommendations were that the dam should be lowered by 6 inches and the pond should be dug out about five or six feet. His initial consultation was free; after that, his fee is $75 per hour. Dick suggested having him come in for a July meeting, then return to discuss issues with Beta Engineering. MOTION: To meet on July 18 for the purpose of discussing the above with Mr. Barske, and also for the purpose of discussing Great Woods issues. SADOWSKI- POWERS; all in favor VOTED Meeting adjourned at 10:33.
