PUBLIC HEARING: OPENED AT 8:15 P.M.: NOTICE OF INTENT HEARING: ALLEN WILLIS -- WILLOW STREET -- CONSTRUCTION OF ROADWAY AND DRAINAGE SYSTEM WITHIN 100 FEET OF A WETLAND (NO FILE NUMBER) Mr. Ralph Maloon of Rim Engineering represented the applicant. No file number has been issued on this project. Mr. Maloon presented the project to the Conmussion. He stated that this project was located on the southerly side of Willow Street. The drainage study has been filed and the planning Board has requested Flow calculations for a 100 year storm in the drainage area. (11/2" deep in a 100 year storm). There is an earth berm in the low area on the lot, there will be 16 feet of rip rap to act as a natural filter in the drop area of the 100 foot grass swail. No trees need to be cleared in this area. The siltration controls will be within 70 feet of the buffer zone, this is not shown on the presented plans because it takes place off site. The Conunissioners asked questions. Conmussioner Powers questioned the wetlands area in Lots 8 & 9. During a previous proposal for that site she remembered that the wetland was an isolated land that was subject to flooding. She would like to view the previous plans. Conunissioner Sadowski had concerns over the abrupt slope on the drainage area. He felt this the flow in a storm would cause considerable erosion and wash -out. There was also discussion on the installation of oil water separators. Mr. Maloon was asked to contact the Town Engineer for his reconunendations. A site walk was scheduled for this property. A motion was made to continue the hearing until 8/29/94 at 8:10 p.m. (Sadowski/Powers) The motion passed unanimously 4 -0 -0. She stated that this is an area that is in transition and the parcel contains more uplands, than the commission had previously observed. Commissioner Sadowski stated that he was concerned with the fill and possible drainage onto other properties in the area. His concerns were answered after the sitewalk. A motion was made to continue this hearing until 8/29/94 at 7:55 p.m. (Powers /Sadowski) The motion passed unanimously. 4 -0 -0. OLD BUSINESS: The commission discussed the situation on Balcom Street. They reviewed the plans and had many questions on them. It was thought that the change is elevation on the driveway was due to the alteration of the recommended piping. The Commission had required 3 12" pipes be instated. The developer had installed 2 18" pipes. This could have affected the flow and the contour appears to be higher and wider due to this change in piping. A memo addressing the concerns of the Conunission needs to be written. The Commissioners were concerned with the following: 1. A copy of AS BUILT plans needs to be submitted. These plans are separate from the submitted plan of record. 2. The contour lines need to be corrected. 3. The spot elevations need to be included. There needs to be illustrations showing the low points in between the two driveways so that the direction of the flow can be determined and why it is flowing in that direction. 4. The elevations showing the finish grade of the driveway need to be added. 5. The invert on the base of the pipes on both sides needs to be shown. The Town had done some previous drainage work on Balcom Street. It was noted that this area is composed of very hard clay and there is no recharge into the ground water. A motion was made to have a letter sent to the developer stating the concerns of the Conservation Commission. (Powers /Sadowski) The motion passed 3-0-1 (Smith abstained) • The Commission took no action on the memo from the Planning Board regarding Hodges Brook.. There was not a quorum to address this issue. • The Couunission reviewed the revised plan for Lot 8 York Road. The plan did not have a new date listed on it, however, notations were made to show that it had been revised. A motion was made to accept this plan as the plan of record. (Powers /Smith) The motion passed unanimously 4 -0 -0. • The Conunission reviewed a request to release money from the bond on Jennifer Drive. The Conunission discussed this briefly and determined that they had questions. A motion was made to table this item until 8/29/94. (Sadowski/Powers) 4 -0 -0. • The Conunission was copied on a memo regarding the Williams Street Bridge Project. A request was made to ask The Town Engineer for a copy of the plans so that the Commission may review. • The Commission was invited to the September 7, 1994, meeting of the Board of Selectmen at 7:50 p.m. • Chairman Cauldwell would like to see the Commission institute the Rules and Regulations for the use of Conservation Land prior to January, 1995.
