They have previously worked on trails in the Great Woods, and would like to continue doing work in this area. Projects need to be submitted to a review board and approved prior to the work beginning. Ideas suggested include more Great Woods trails [north/south and east/west trail systems all need work on signage, clearing, etc.], and Canoe River [clean -up, stream surveys, cutting brush to improve navigation]. Mr. Livingston noted that boys need lead time to get project approved, and so it fits into scouting timeframes. There are other projects that have been offered by other Towns. The Commission needs to contact Mr. Livingstone at 339 -3026. The Commission appreciates offer of cooperation and assistance, and the fact that individuals are giving something back to the community. MINUTES: Motion: [Hanlon/Boyer] to accept the Minutes of April 22, 1996 as amended. Vote: 3 -1 -0 (Jack Smith abstained) The May 6, 1996 Minutes will be submitted at the next meeting. Public Hearing - Request for Determination of Applicability Lot 19, Willow Street - Allen Willis Jack Sullivan, Engineer, RIM Engineering -- Plan copies were provided for review and discussion. This used to be a mill site but is no longer in service. The sluiceway holds some limited water but there is no sign that any water from Cabot Pond flows through the sluiceway due to improvements to the culverts from the pond. FEMA maps do not take into consideration all of this work, which includes 3 new culverts There is no sign of wetland vegetation. A site walk will be scheduled. If there are no wetlands, then the project is not in the buffer zone, but only adjacent to a flood line. Mr. Lewis pointed out that it is an old sluiceway with a fairly steep bank.. Motion: [Hanlon/Smith] To schedule a site walk on June 10, 1996 at 6:45 p.m., prior to the Meeting and the scheduled hearing at 7:45 p.m. VOTE: 4 -0-0 Public Hearing - Request for Determination of Applicability Lot 11, Smith Road (Jack Smith abstained from participation in this Hearing) Mr. Ralph Maloon represented the Applicant. This is a sub - division off Tremont Street. The wetlands are off the lot to the rear, closest is 70 ft., and the house is approximately 98 -99 ft. The house is not a walkout and some limited grading will be done in the rear. Mr. Lewis was on site today and noted that the wetlands are on far side of stonewall which is a fairly flat area. It is pretty consistent with the other two lots which were issued Negative Determinations. Mansfield Conservation Connnission Minutes May 20, 1996 page 2 Motion: [Hanlon/Boyer] to close the Hearing. Vote: 3 -0 -1 (Jack Smith abstained) Motion: [Boyer/Hanlon] to issue a Negative Determination Vote: 3-0 -1 (Jack Smith abstained) Notice of Intent - Folkman & Zola - George Fram Estates R. Maloon represented the Applicant. This was re- advertised and a revised drainage package was submitted. Mr. Maloon submitted a report to the Planning to discuss a cluster sub - division. Karl Drown went out and remarked the area. The isolated wetland on lull has been flagged and it was noted that there was no way it can hold water, but there is definite wetland vegetation. Mr. Maloon discussed drainage and stated that he is working with the Planning Board to get them agree with wet basins which will help to trap sediments and stormwater pollutants. Oil/water separators will be part of the design. The wetland plants from the isolated area could be transplanted to the new basins to help insure good vegetative growth. Letter from Eastern Utilities, outlining their need to maintain the integrity of the utility line easement especially regarding drainage and any wetland related issues. Mr. Maloon was interested in finding out whether the Commission was in favor of this cluster proposal versus a standard subdivision. In the cluster plan 51 acres of conservation land would conic to the Town and the Commission. It was noted that acquiring land the along Canoe River has been a focus of the Town and the regional Canoe River Aquifer Advisory Committee. General concept of cluster versus conventional seemed favorable to this Board.
