Orders of Conditions:
George From Estates, Bird Road: There were a few items discussed concerning the proposed Order of
Conditions for George Fram Estaes. They are:
1) On page 1, #4, last line -- Mr. Cauldwell felt this should say irnniediately,
not `reasonable amount of time';
2) #16, sub - division roadway, every one gets this condition;
3) #23, depends on house size, limited number would need to come in; and,
4) #18, `structures that control.'
This project is still going through the Planning Board. Mr. Lewis was not aware of any significant
changes.

of concern still allowing them to build the house in the corner with appropriate square footage.
Lot 1 -- East Street -- This lot needed more significant changes. The plot plan will show what they
intend to do and they will also take out roof drains. They have brought the house towards the
front, goine in and put storm drain trench on the left hand side of the driveway. The swale
was removed from this plan due to the fact that with the corrective actions taken, water should
not go on to any abutting land. Another revised plan moAg the deck was submitted.
Motion: [Pastore/Burke] to close the Hearing.
Vote: 5 -0 -0
(Greg Cauldwell absent)
SE211 -550 -- VAS Land Corp.
Re: Lot 5,16 White Tail Lane -- (continuance)
Mr. Ralph Maloon presented the revised plan to the Commission. The original plan filed was in the back
of the package. They will not be doing anything behind the house. Mr. Cauldwell suggested they fill the
holes that have been made by removing trees. Mr. Cauldwell discussed the siltation control around the
building and the durability of vegetation on the slope. Abutter Jay Brolin expressed concern with work at
the top of the slope and the vegetation near the wetland. A silt fence should be installed at the top of the
slope. Mr. Maloon will look into suggested shrubs that are designed to be used on slopes and that will
prevent erosion.
Motion: [Hanlonlboyer] to close the Hearing.
Vote: 6 -0 -0
SE211 -551 -- Kenneth Williamson, 300 Fruit Street:
Mr. Ralph Maloon represented the applicant. Mr. Maloon distributed plans for two single family homes.
They are proposing some filling of the wetland, with compensation, to create a back yard in both homes.
Lot 4 is total wetland area. Some members expressed their concern regarding the wetland alteration and
noted that there is plenty of room in the back and the fact that it could be a precedent- setting issue. Mr.
Pastore felt that the proposal was okay and that precedent would not be set as projects are reviewed on a
case -by -case basis. Mr. Lewis felt that a site walk would be necessary before the Commission takes any
further action. The Co:mnission would not be interested in donation of Lot 4.
Motion: [Hanlon/Boyer] to continue this Hearing to 8:10 p.m. on July 22, 1996 and to schedule a site
walk to take place at 7:00 a.m. on Saturday, July 13, 1996.

SE211 -552 — Michael Trowbridge, Memorial Party Hope Street:
Michael Trowbridge, Trowbridge Associates, met with the Commission to discuss plans for Memorial
Park. At the present time there is a practice field in this area. They would like to move the basketball
courts so that a multi - purpose field could be used by softball, soccer, etc. There will be lighting which the
Light Department is presently working on. There will be no filling in the buffer zone. There will be ADS
piping underneath for drainage control. The Commission discussed fencing versus silt fencing briefly
with Mr. Trowbridge.
