General Business
Discussion on the request to eliminate the pipe going underneath the driveway
entrance at the West Mansfield Fire Station which is being constructed on Plymouth
Street. The project engineers have looked at this proposed pipe and have determined that
it is not necessary or required to balance any water elevations in the wetlands on either
side of the driveway. Dick Lewis explained his perspective on the development of the
original plans which were drafted by the former Town Engineer. Felt that given the flow
paths of the water in the abutting wetlands go in opposite directions and do not appear to
flow over the area where the driveway is now located, the pipes will not serve any great
purpose. Commissioner Burke reviewed the plans and felt that pipes could safely be
eliminated.
Motion [Pastore/Hanlon] to approve a modification of the plans by eliminating the pipe
as discussed; Voted 6 -0 -0.

Hearing
Kenneth Williamson, Fruit Street; SE 211 -551
Ralph Maloon representing the applicant. A revised plan was submitted which eliminates
the proposed house on Lot 2 [now labeled as non - buildable] and all wetland alteration.
Soil borings were done along the revised wetland boundary which confirmed that hydric
soils are generally present in these areas; some minor differences do exist, but wetland
line would only change a couple of feet. It was pointed out that one corner of the
proposed garage is right up against the wetland line. Commissioner Burke points out that
an elevation line is missing and a retaining wall may be necessary. Feels that a revised plan
should be submitted clearing up these issues. Abutter Stanley Dudek raises concern with
water in the area; a copy of the revised plan is explained to him. Motion
[Hanlon/Boyer] to continue the hearing until 7:45 PM on 8/26/96 to await the revised
plan; Voted 5 -1 -0 [Pastore Against].
Hearing
B. Benjamin Cavallo; Donald Estates, Fruit and Short Streets
Ralph Maloon representing the applicant. Proposal is for a 9 lot subdivision [although lot
1 is questionable due to amounts of wetlands] with sewer, drainage and roadway work
occurring in the buffer zone. Limited questions from the Commission as site walk needs
to be held. Abutter J. Shulsk, 10 Short St., asks about staking of lots relative to his
property line. Nancy Kooyman, Fruit St., asks about disruption to the existing sewer
lines. R. Maloon says that no disruption to sewer service will occur. Motion
[Pastore/Hanlon] to continue the hearing to 7:50 PM on August 26th, with a site walk on
8/24/96 at 7:00 AM. Voted 6 -0 -0.
Hearing -- Request for Determination of Applicability
Sturdy Memorial Hospital, Copeland Drive
Jonathan O'Brien, representing the applicant. Proposal is to clear the vegetation from the
from the area in front of the building, place loam and seed, and install an irrigation system.
Purpose is to create better visibility for the clinic. Commissioner Hanlon asks about
whether town water or a well would be used. Joe Clark, of the Hospital says town water
is the proposed source for the sprinklers. Several Commissioners raised the concern with
the wetland vegetation present in the area. The general consensus is to have a wetland
botanist review the site and present findings on the type and extent of the wetland growth.
Motion [Druhan- Albanese/Hanlon] to continue the hearing until 8:05 PM on 8/26/96;
Voted 6 -0 -0.
