Mansfield Lions Club — Request for Determination of Applicability
Re: Fulton Pond Park, West Street
Cleaning out of "Frog Pond' which is within 100 feet of a wetland resource area.
Mr. Lewis represented the Lions Club. The pond is under 10,000 square feet but given the proximity of the
pond to the river they felt it would trigger a review by the Conservation Commission. The pond was built in the
1970's. They have since removed the debris on other occasions. They would like to go in to clean out this
debris. It could be pumped down so it can be done in low water. This would allow people to get in to do hand
cleaning, no machinery. There may be trucks to remove the materials. It may be possible that the DPW will do
this work If there is any pumping, it will be done where it will not create silt. It is about one foot deep. They
are seeking a Negative Order of Conditions.
Motion: [Pastore/Dnuhan- Albanese] to issue a Negative 3 Order of Conditions.
(Jack Smith abstained.)

Discussion with Lee Azinheira, Town Engineer & Pare Engineering, Consultants
Re: Repair and Restoration of Fulton Pond Dam
Mansfield Conservation Commission Meeting Miimtes
September 30, 1996
Page 3
Mr. Azinheira provided a brief history concerning when the project. The September, 1987 report identified
deficiencies and Pare Engineers have now taken a look at what has not been done to date and what is currently
necessary to resolve this situation.
Mr. John Robedeau pointed out that there are two additional problems with the dam and they are:
1. High hazard dam (could be loss of life if the dam collapsed); and,
2. Existing 'structure does not handle a 100 year flood event.
A seepage problem also exists. If the 1987 recenmrendations were implemented, it reduces the Town's liability
resulting from a dam break. The spillway would pass the 100 year flood. They must get all permitting in order
so it can be put out to bid. They would like this to be put out to bid ahead of time. They will get the design to
75% to file applications. Mr. Lewis suggested they cut down the concrete spillway. Mr. Smith requested they
flag the trees they wish to take down. They will try to preserve the area as much as possible. A set of plans was
left for the Commission to review.
General discussion on the specifics of the design so far. Commission felt it is important to try to leave as many
trees as possible and reduce impact to the downstream banks along the river. Plans are at 30% design state. All
design work is funded.
Neat Meeting: The Conservation Conuuission will meet at 7:30 p.m. on Monday, October 21, 1996.
Adjournment:
Motion: [Pastore/Boyer] to adjourn the meeting at 9:30 p.m.
