CONSERVATION COMMISSION
MEETING MINUTES

PRESENT: Chairperson Shirley Hanlon; Commissioners: Christopher Boyer; Greg Cauldwell;
Mark Cook; Jack Smith
Richard Lewis, Conservation Planner; Patti Papagno, Commission Secretary
Chairperson Shirley Hanlon called the Meeting to Order at 7:30 P.M.
Informational Materials:
Charter Review Commission: The Conservation Commission will meet on Monday, July
7te with the Charter Review Commission.
• Proposed Roadway Construction Meeting: There is a meeting next week on Wednesday
between the Mansfield and Norton Board of Selectmen and Planning Board to review the
roadway being planned. The Conservation Commission would like to work with the
Planning Board to discuss the strategy that will be used by Norton to get around the
industrial area. This meeting is open to the public. Chris Boyer is attending this meeting.
There are three (3) more vernal pools certified in east Mansfield.
PUBLIC HEARINGS
7:45 P.M. Angle Tree Development Corporation
Continued Notice of Intent Hearing
Re: Construction of roadway, with proposed wetland filling and replication,
construction of homes, and associated grading and drainage work within
the buffer zones of wetland resource areas.
File #211 -567: Lot 6 moved out of wetlands, changed septic system.
Motion:
[Boyer / Cauldwell] to close the Hearing.
Vote:
5 -0 -0
Motion:
[Cauldwell/Boyer] to issue Order of Conditions.
Vote:

Lots 4, 5 & 6: Wording will be put in place within the order regarding fertilizing using Planning
Board wording. Mr. Lewis will put something in encouraging the use of natural landscaping.
Orders of Conditions -- Kevin Murphy -The Orders were discussed.
Motion: [Cauldwell/Boyer] to approve Order of Conditions. Vote: 5 -0 -0

Request for Determination Hearing
Re: 121 Brown Avenue
Construction of a porch with associated excavation within 100 feet of a wetland
resource area.
This is a fairly simple project. Mr. Lewis has reviewed the proposed project area. A few hay
bales may be necessary but nothing other than that.
Motion: [Cauldwell/Boyer] to issue a Negative 3 Determination. VOTE: 5 -0 -0
8:15 P.M. Ralph Maloon
Request for Determination Hearing
Re: Review and confirmation of wetland boundaries on the property at corner
of School Street and Route 140.
Mr. Maloon was present to review the plans. A new line has been put into the plan.
Motion: [Cauldwell/Cook] to close the Hearing.
VOTE: 5 -0 -0
Motion: [Cauldwell/Boyer] The Conditions in the Order should include: verify
14A - back site of lot to 28A; 17b to 33b; and, 49a to 47a. Issue Positive
1 Determination.
VOTE: 5 -0 -0

The following Requests for Determinations will be on the July 14, 1997 Agenda:

Re: 43 Ian Keats Drive: Construction of proposed garage and associated grading within
100' of a wetland resource area.
=> Richard Varney - Compo Chemical Company
Re: ISPO, hie. Property, Branch Street: Installation of two groundwater monitoring wells
within 100' of a wetland resource area.
The following Request for Determination will be submitted at the July 14'h Meeting:
=> Dunn- MacKenzie, National Lumber
Re: Parking Lot: This construction would involve piping a 200' drainage ditch. The
Conservation Commission will walk the site individually.

Eneit Street: In the subdivision hay bales have been moved and there is a break in the hay bales.
Mr. Lewis will look into this.
Next Meeting:
The next Conservation Commission Meeting will be held beginning at 7:30 P.M. on Monday,
July 14, 1997.
