MEETING MINUTES
SEPTEMBER 8, 1997
PRESENT: Chairperson Shirley Hanlon; Commissioners: James Burke; Mark Cook;
William Ottaviani; Jack Smith
Richard Lewis, Conservation Planner; Patti Papagno, Commission Secretary
Chairperson Shirley Hanlon called the Meeting to Order at 7:35 P.M
Certificates of Compliance
Canterbury Estates -Lots 70, 179A & 182A
Motion: [Ottaviani/Burke] To issue a Partial Certificate ofCompliance,for Lots 70, 179A and
182A Vote: 4 -0-0
SE211 -450 -- 96 Willow Street
Re- issuance of a previously issued Certificate.
Motion: [Ottaviani /Cook] To issue Full Certificate of Compliance. Vote: 5 -0-0
New Business
Camp out in the Great Woods: There is a request from the Girl Scout Troop 9939 to camp out in
the Great Woods on September 19th & 20th. They would use the area where Scouts have camped
in the past. They would also like to build fires. The Commission did state that they would have to
get a permit from the Fire Chief in order to build fires.
Motion: [Smith/Ottaviani] to approve this request to camp out on September 19th & 20th.
Vote: 5 -0-0
Memorandum from Board of Selectmen asking for ideas for Special Town Meeting in the Fall.
Article on giving Conservation Restrictions for properties in Great Woods to the Natural
Resources Trust may be necessary.
Workshop on the Rivers Protection Act -- This workshop will be held on Tuesday, October 14, in
Brockton from 2:00 p.m. to 4:30 p.m.

Wetland Restoration Workshop -- This workshop will be held on September 19th, in Worcester,
from 9:00 a.m. to 3:00 p.m.
Letter from DEP on access to wetland filing fees. State required filing fee which may now be
accessed through approval of Town Manager instead of Town Meeting vote.
PUBLIC HEARINGS
7:40 p.m. Michael Trowbridge -- Request for Determination of Applicability
Re: Lot 4,14 Winslow Way
Construction of house and associated grading with work within 100 feet of a
wetland resource area.
Rick Bodio, Bodio Builders, was present at the Meeting. Mr. Lewis visited site and did not see any
real problem.
Motion: [Smith/Ottaviaui] to close the Hearing. Vote: 5 -0 -0
Motion: [Burke /Ottaviani] to issue a Negative 3 Determination. Vote: 5 -0 -0
7:45 p.m. Superior Realty Trust -- Continued Notice of Intent Hearing
Re: Lots 4, 5 and 6, Keli Lane -- Keli Green Subdivision
Construction of single- family homes with associated work and grading within
100 feet of a wetland resource area.
File #211 -572. Lot 6: limit of clearing wetland markings - closer than 10'. This could be set
back. Lot 4: building out of 100' buffer. No specification for dry well. This will be put into the
Order.
Special Conditions - boiler plate Order. Lot 2: barriers - same boiler plate, maintain 10' between
flag 2 and wetland line. Lot 6 - special conditions. Lot 4 - dry wells.
Motion: [Smith/Ottaviani] to accept the Order of Conditions as discussed
and to issued one Order of Conditions for Lot 4, 5 and 6. Vote: 5 -0 -0
8:00 P.M. Town of Mansfield -- Continued Notice of Intent Hearing
Re: Fulton Pond Dam
Remedial repairs, including replacement of spillway, tree removal, and
associated work, to the Fulton Pond Dam.
Per a request made by the Applicant, this Hearing will be rescheduled to the Conservation
Commission Meeting Monday, September 22, 1997, at 8:05 p.m.

8:20 p.m. Balcom Realty Trust -- Notice of Intent Hearing
Re: Lot 1, Steams Avenue
Construction of house with associated grading with work within 100 feet of a
wetland resource area.
Ralph Maloon was present to discuss this project. Plans were distributed to the members. Several
areas were discussed including: wetland line and flags, proximity of sewer line to wetland and,
grinder pump. No file number has been assigned.
Motion: [Ottaviani/Smith] To continue this Hearing at 8:20 p.m. on Monday, September
22, 1997 and to hold a site walk on Saturday, September 20, at 7:30 a.m.

8 :30 p.m. Maystar Realty Trust -- Notice of Intent Hearing
Re: Lot 2, Chandlers Way [off Branch Street]
Construction of house with associated grading with work within 100 feet of a
wetland resource area.
File 9SE211 -573. The Commission reviewed the plans.
Motion: [Ottaviani/Cook] to continue this Hearing on Monday, September 22, 1997, at
7:40 p.m. and to hold a site walk on Saturday, September 20, at 8:00 a.m..

8:35 p.m. Maystar Realty Trust -- Request for Determination of Applicability
Re: Lot 3, Chandlers Way [off Branch Street]
Proposed grading and edge of driveway within 100 feet of a wetland resource
area.
Motion: [Burke /Cook] to close the Hearing on Lot 3 and to issue a Negative 3
Determination. Vote: 5 -0 -0
8:45 p.m. Balcom Realty Trust -- Notice of Intent Hearing
Re: 242 School Street
Construction of office buildings with parking areas and associated grading within
100 feet of a wetland resource area.
Ralph Maloon was present to review the plans with the Commission. Site walked several months
ago. The wetland areas were put on the plan. Work involves filling of isolated area with
compensation proposed in stormwater basin. Mr. Burke had some questions regarding the ability
to approve proposed alteration.
