Chairperson Shirley Hanlon called the Meeting to Order at 7:30 P.M.

October 6, 1997 Meeting Minutes:
Motion: [Boyer /Cook] to approve the Minutes as amended.
Certificates of Compliance
SE211 -549 Lot 5, Winslow Way - Partial Certificate of Compliance
Vote: 4 -0 -0
Motion: [Cook/Ottaviani] to issue a Partial Certificate of Compliance on Lot 5 Vote: 4 -0 -0
SE211 -500 99 Tremont Street - Full Certificate of Compliance
Motion: [Boyer /Cook] to issue a Full Certificate of Compliance.
Order of Conditions
SE211 -576 Fulton Pond Dam, Rumford Avenue - Order of Conditions
Motion: [Ottaviani/Boyer] to accept the Order of Conditions.

It appears that an Army Corp. of Engineers Permit is necessary and RIM Engineering is looking
at the issues
Motion: [Cook/Boyer] to continue this Hearing at 7:45 p.m. on Monday, November 10, 1997.

7:50 p.m. Peter Fontanini -- Request for Determination of Applicability
Re: Lot 1, South Street
Proposed driveway, grading, and utilities within 100 feet of a wetland resource
area.
Peter Fontanini was present at the Hearing. The Plan was displayed for all to review.
Motion: [Burke /Cook] to close the Hearing.
Vote: 6 -0-0
Motion: [Burke /Cook] to issue a Negative 3 Determination. Vote: 6 -0 -0
New Business
Next Meeting: The Conservation Commission will meet on Monday, November 10, 1997, at
7:30 p.m.
Town Meeting: The Conservation Commission Restriction Warrant Article was submitted to the
Town Manager.
Mill Pond - Order of Conditions: Once the Order of Conditions was issued it was to be put out
to bid. The Bond is being reviewed by Legal Counsel.
Police Department - Hazardous Waste: Ralph Penney has proposed an approach to the clean up.
Mr. Lewis is working on the matter.
Rumford River: Mr. Lester Dwyer was present at the Meeting and expressed his concern
regarding the pond and river area, as well as vegetative growth along the river. Mr. Lewis will
review the issues and check ownership along the river.
