Chairperson Hanlon called the Meeting to order at 7:30 p.m.
Meeting Minutes— February 23,1998:
Motion: [Cauldwell/Cook] to approve the February 23, 1998 Meeting Minutes. Vote: 4 -0 -1
(Jack Smith abstained.)
PUBLIC HEARINGS
7:31 p.m. Village at Willow Crossing — Continued Notice of Intent Hearing
Re: Cobb Street — DEP File #SE21 -579
Development of a 20 acre site for residential uses with proposed crossing of Back Bay
Brook and associated grading and construction activity within the wetland resource
areas and the 100 foot buffer zone.
James Dunn, Dunn- MacKenzie presented a status of this project plan. An issue raised by the Town Engineer and
Planning Board was the detention basin — wet opposed to dry basins. Retention basins are necessary. The only
change is this construction of the basin, which will be added into the operation and maintenance plan. A Planner
suggested the maintenance be done on an annual basis and the Engineer should report to the Town.
Motion: [CauldwelUOttaviani] to close the Hearing. Vote: 5 -0 -0
Motion: [Cauldwell/Smith] to issue an Order of Conditions as written and discussed.

7:35 p.m. Ralph L Maloon — Request for Determination of Applicability
Re: Property near corner of West and Tremont Streets; Map 9, Parcel 66
Review of wetland boundaries as shown on site plan.
Wetland Consultant reviewed and revised the line.
Motion: [CauldwelUOttaviani] to hold a site walk at 7:30 a.m. on Saturday, March 21, 1998, and
Continue the Hearing at 7:45 p.m. on Monday, March 23, 1998. Vote: 5 -0 -0
7:45 p.m. Folkman & Zola Builders — Continued Notice of Intent Hearing
Re: Bird Road and Homefield Fauns Subdivision
Installation of water main from Bird Road to Homefield Drive with a proposed wetland
crossing and other associated work within the 100 -foot buffer zone.
There were three options discussed: a) original option; b) along property line; and, c) going over to adjoining
property. Mr. Lewis will contact Town Counsel and Ralph Maloon to review this plan.

Motion: [CauldwelllOttaviani] to issue a Partial Certificate of Compliance to Greg Abott.

New Business
Motor Boats on Fulton Pond: Mr. Lewis will contact the individual who submitted this request and, if necessary, a
meeting can be set up in April.
Million Street Bridge Article: Chairperson Hanlon noted that the year in this report should be 1988 and not 1998.
Chairperson Hanlon provided information from the Planning Board Meeting she attended. The Planning Board is
not taking any action until formally notified by the Conservation Commission. Mr. Lewis will set up a Hearing
date and time in April with Town Counsel to discuss this matter.
Bungay Lake Island: It was tine sense of this Meeting not to take this land.
Next Meeting: The next Conservation Commission Meeting will be held at 7:30 p.m. on Monday, March 23, 1998.
