Meeting Minutes
March 23,1998
Present: Chairperson Shirley Hanlon; Conmiissioners: Christopher Boyer; Mark Cook, William

Chairperson Hanlon called the Meeting to order at 7:30 p.m.
Town Meeting Article — William Street Bridge: When the Conservation Commission accepted this land
in 1988 at Town Meeting, they thought this section of land was a roadway easement; however, it was a
water line easement. Town Counsel was present to discuss the Article and its content as well as the
results this Article will have on the use of the land.
Motion: [CatddwelVCook] to support the proposed Article. Vote: 6 -0 -0
Public Hearings
7:45 p.m. Ralph L Maloon — Request for Determination of Applicability
Re: Property near the corner of West and Tremont Streets; Map 9, Parcel 66.
Review of wetland boundaries as shown on Site Plan.
Ralph Maloon was not present at the Hearing but Mr. Lewis informed the Commission that he agreed
with putting the boundaries set on the plan and with the boring in the ground. Mr. Lewis will look into
fines washed into the septic system area on adjacent lot towards the wetland area. Flags 1 through 14
were walked and agreed upon.
Motion: [Cauldwell/Oltaviani] to issue a Positive 1 Determination. Vote: 6 -0 -0
8:00 P.M. Mansfield Fish & Game Club — Request for Determination of Applicability
Re: Fish & Game Club, East Street [Route 1061
General excavation work and construction of concrete retaining wall within 100
feet of Mill Pond and wetland resource areas.
(Commissioner Cauldwell stepped away from the table during this discussion.)
Greg Cauldwell met with the Commission as Director of the Fish & Game Club to discuss this project.
Motion: [Boyer /Cook] to close the Hearing.
Vote: 5 -0-0
Motion: [Boyer /Cook] to issue a Negative 3 Determination with the conditions double silt and
a drawing is forthcoming to show haybales. Vote: 5 -0-0
New Business
Meeting Minutes — March 9,1998:
Motion: [Cauldwell/Cook] to approve the Minutes as amended. Vote: 5 -0 -1
(Chris Boyer abstained.)

Conflict of Interest: Dick Lewis and Mark Cook will attend this Meeting and will submit copies of
information to the Commissioners.
495 —140 Interchange: The Board of Selectmen and N.R.T. will hold a meeting at 7:00 p.m. Shirley
Hanlon will attend the meeting.
Storm Water Management: The Canoe River Act Advisory Committee will hold a Meeting on
Wednesday at 4:00 p.m. — 6:30 p.m. at the Norton Public Library.
Nest Meeting & Agenda Items: The next Conservation Commission Meeting will take place on Monday,
April 13, 1998, at 7:30 p.m. The Agenda for this Meeting will include the following items: continuation
of the Bird Road water main; 8 new Applications; and, VersaCare Project site walk will be held at 7:00
a.m. on April 11, 1998 and plans will be available.
