Joseph Cole outlined the project. Work had begun prior to an application to the Commission; silt fence was put up in August when Shirley Hanlon inspected the site along with the Building Inspector. Dick Lewis has visited the site and has not found any erosion occurring. The silt fence will stay in place until the lawn is established. Abutter Ken Mello raised question about the amount of water coming over the driveway, which has a 12" pipe under it. He was told that he and Mr. Cole would have to make an application to the Commission to change the piping. Motions (Cook/Boyer) to close the hearing and issue a Negative # 3 Determination. Voted 6 -0 -0. 7:45 p.m. Paul Jodice -- Notice of Intent Hearing Re: 10 Riverwood Drive; Construction of addition to a single family house with the driveway and associated site work within 100 feet of a wetland resource area. Bob Colleran, of Hutchins- Trowbridge, presented the plans. The proposed activity will be taking place within the existing lawn/landscaped area adjacent to the house. Questions from the Commission on the distance between the haybales and the wetland boundary, and the trench along the driveway, it was felt that the silt controls could be closer to the proposed addition; the trench will capture water coming off of the driveway and get it back into the ground prior to reaching the wetland. No DEP File #. Motion (CauldweWOttaviani) to continue until 10/19/98 at 7:45 p.m. Voted 6 -0 -0. 8:00 P.M. B & M Realty Trust -- Notice of Intent Hearing -- Continued Re: River Edge Estates, Ware Street; Map 33, Lots 5 & 6 Construction of residential subdivision with grading and storm water drainage system within the 100 foot buffer zone from a wetland boundary and the 200 foot buffer zone from the edge of the Canoe River. [ *Jack Smith enters] Jim Dunn, Drum - Mckenzie Engineering, indicated that he had spoken to DEP, which said any work in the intermittent stream/drainage channel would trigger a Water Quality Certificate process if this work was combined with the overall subdivision. General discussion of whether the channel is perennial or intermittent; the consensus was that it was intermittent. Mr. Dunn presented a 20 -scale plan highlighting the proposed work in the channel, which would involve creating a channel approximately 5 feet wide at the bottom with side slopes. This new channel would blend in with the beginning of the more defined channel area. Some discussion of how to clean/restore the other sections of the channel. It was felt that the removal of small trees and shrubs in the bottom of the channel would be satisfactory. Consensus that a separate application for the channel will be filed. No DEP I 9/28/98 Conservation Commission Minutes page 2 file number yet; Jim Dunn will be submitting new material to DEP this week. Motion (Cook/Boyer) to continue the hearing until November 9th, at 7:45 p.m. Voted 7 -0 -0. 8:20 p.m. Folkman & Zola Builders -- Notice of Intent Hearings -- Continued Re: Lots 1, 4, and 7, Homefield Drive. Ralph Maloon and Jay Zola presented the revised plan/proposal for Lot 4. Abutter Carol Matthews asked about the Friday site walk. Shirley and Dick Lewis reviewed the events at the site walk on 9/25/98, where Pat Huckery, of the Natural Heritage program, and Kyla Bennet and Stafford Madison of EPA, along with RIM Engineering and the applicant, walked lot 4 with the purpose of establishing the boundary of the venial pool. This line was set approximately 2 -3 feet above the delineated wetland boundary. The revised plan proposed to have the top of the septic system at an elevation below any portion of the venial pool within the required 100 foot separation between the pool and the system. This proposal will have to be approved by the Board of Health. Some discussion occurred regarding the certification process for venial pools. Greg Cauldwell mentioned infrared photos.
