1. Call To Order at 7:40PM by Chairman Martin in the Town Hall.
2. Discussion of Tobacco Control Program
Jim Leonard, NMS Rep., asked the Board for a concensus on how Mansfield should
proceed since they are the lead community to administer the grant? Purpose of this discussion
is to determine roles so that no problems occur and the grant proceeds in a smooth fashion.
Chairman Martin suggested that NMS be a subcommittee of the Mansfield Board of Health.
NMS will meet separately with Program Director and Program Director will meet with each
town, on a rotating basis, once a month. (Of course, if a town wants to meet more often with
the Program Director, they may do so). Member Leonard commented that the authority still
rests with Mansfield, and it's Mansfield's duty to ensure that the grant is executed properly.
Although Mansfield has the veto power of any rules or policies that the NMS Board makes, it
is their intent to concentrate on Mansfield.
MOTION: To authorize a three member subcommittee, one member
from Sharon, Norton and Mansfield, known as the NMS
Board, to ensure equal representation for each town
under the Tobacco Control Program.

member, Sheila Miller, Sharon BOH, Gretchen Elliott, Health Educator, NMS, (Norton NMS

Chairman informed the guests that the Mansfield BOH unanimously supported earlier
this evening a motion defining how to proceed under the Tobacco Control Grant. He
explained the motion and suggested one more meeting with NMS and Mansfield BOH to
agree on how to proceed..
Attorney Boutin discussed the mechanics and procedures of using non - criminal
disposition with compliance checks. He will send Mrs. Doucette copies of models. This is an
inexpensive method of enforcement (issue a ticket); must bring clerk magistrates on board.
Also NMS should also use the system of suspension/revocation (first, a warning, second
offense, 3 -7 day suspension, lastly, injunction in Superior Court). He suggested that each
town's smoking regs be reviewed by CAST, Community Assistance Statewide Team, which
consists of two Dept. Public Health reps., and lawyers from various towns, to ensure that
there are no legal loopholes. Of course, any official procedures, documents, regs, etc., should
be tailored to each town.

a. Community Septic Management Plan: $20,000 is due from DEP to develop a
GIS (Geographical Information System). Town Engineer and Agent will arrange for a demo
for appropriate staff. Benefits to system are geography of Town on maps, reduction of
storage of plans, reduction labor, cost savings. Estimated cost $150,000 to $200,000. Data
entry could be done by contractor. Mansfield Electric Dept. may participate with funding
since they will also use this system. Water, sewer depts. could use it, too. Many companies
offer this service; will be competitive bid. Wide range of service and different ways to
develop the package. Article will be on warrant.
b. Compo: Site walk Monday, January 6th, attended by Agent and Member
Kowalczyk and conducted by ENSR and DEP. Buildings will be removed, installing sparging
system (blows air) and collects groundwater and puts it through combustion process
(burning). Plume travels towards Tree Tops Subdivision. Nearest abutter 1.7 miles away.
containment prevents any migration towards plume, fencing installed, wells drilled, tests on
pcbs. No assessment of effects into Tree Tops. Development can take place onsite sometime
in future. In Member Kowalczyk's opinion, the onsite and report was good news.

awarded this fiscal year and the remainder will be awarded in the next fiscal year as the
balance of installation continues.Three wells complete; remainder almost complete. Need
about $10,000 more. Town can finish the funding without reimbursement or wait for State to
