PASSES Page 2, BOH Minutes, April 3, 1997 8:00 PM Karen Doucette, Tobacco Control Coordinator, reported to the Board the following: an example of the signage for restaurants pertinent to Mansfield, example of reg affecting smoking in a food establishment, article "Protecting Non - smokers from Environmental Tobacco Smoke", Seekonk's application for tobacco sales and their permit, copy of Boston's ordinance, "Limiting Tobacco Access by Youth ". Chair gave copy of Easton's reg, "Affecting the Sale and Distribution of Tobacco Products ". Board suggested changes to signage reg; Mrs. Doucette will work with Health Agent to revise. Public hearing will be held and businesses will be notified. Easton and Boston's regs will be reviewed and one will be written for Mansfield. Citgo Gas Station, corner Hope and Pratt Streets has consistently sold tobacco products to minors (except for one compliance check). TC Coordinator is very concerned, because there is also an alleged matter of a salesclerk keeping change upon the sale of cigarettes to a minor. Board agreed that Police Chief O'Neil will visit the store and give them a talking to. Mrs. Doucette spoke with Clerk Magistrate at Attleboro District Court re: taking out a criminal complaint against a store owner re: selling to minors. The Court is busy and unless there is a regulation to back up the complaint, it could be thrown out. Developing regulation is very important. Health Educator Gretchen Elliott will represent Tobacco Control on the Health Education Committee for Mansfield Public Schools. Our Sale of Tobacco Reg was reviewed by MAHB Attorney for Tobacco Control and his only comments were basic, substituting certain words others. Mrs. Doucette with revise them with his comments. Member Kowalczyk suggested that a statistical analysis be done to evaluate how the program, is working in various areas, i.e., compliance checks, success with cessation programs, signage, etc. Need to start measuring programs. 5.
