4. VISITORS
Agent read a letter from Karl Clemmey re: his objection to the household hazardous waste
collection at Great Woods, because he and members of his family are not allowed to enter the
property of Great Woods. He and members of his family are not allowed to enter upon the
property of Great Woods as the result of a mutually agreed upon injunction. He and his
family have hazardous waste to dispose and they would like to participate in the collection
day. The Health Agent offered to get a letter from the Great Woods management to allow the
Clemmey family to enter the property for the sole purpose of participating in the town's
household collection. Mr. Clemmey did not think that permission could be granted, besides he
has other issues with the fact that the collection is held at Great Woods. He suggested,
however, that the Board ask the owners of Great Woods, not the management. Chair
Leonard offered to make arrangements to accommodate the Clemmey family to dispose of
their household hazardous waste if Mr. Clemmey is not given permission to enter the Great
Woods property. Mr. Clemmey responded that he is also concerned about the possibility of a
hazardous spill onto his adjacent land. In fact, he gave the Agent a copy of a letter, April 9,
1996 from his attorney re: the possibility of a spill. Mr. Clemmey suggested other areas in
town, such as town owned properties to hold the collection.
Health Agent submitted to the Board his Site Evaluation Criteria (attached) and reviewed in
detail the seven points. He also offered to ask the contractor for other dates to give the Board
ample time to find a new location.
Member Martin commented that the Board should examine other locations for next year's
collection. Time is against the Board now to relocate. Member Forget will not support the
collection at Great Woods because he feels that the Board must consider Clemmey's rights to
access this property. He also wants to protect the Town from a lawsuit that Mr. Clemmey is
threatening. Mr. Clemmey feels that his civil rights will be violated if the collection is held at
Great Woods.
MOTION: To hold as planned on April 18`h the household hazardous
waste collection at Great Woods and to research alternative
sites before the next HHWC.
Martin/Jones. 3 -0 -1 Forget opposed. VOTED

called the hearing to order. Agent made a presentation, reviewing the intent of the reg, scope
and purpose for the revisions.
A gentlemen in the audience asked if there will be a restriction on the amount of water used
from a well. Agent replied that there will be none, since "this is your well'.

5. HEALTH AGENT'S REPORT
a. 360 Chauncy St.: This property is owned by 360 Chauncy Street Realty Trust for
which Mr. Karl Clemmey and Mr. Dan Clemmey are agents. The tenants of
360 Chauncy Street Realty Trust have a letter of No Trespass issued to
these agents. The tenants have asked for a housing inspection and the
Agent is in the middle of two attorneys who are only allowing certain
people on the property. Agent will write a letter to the attorneys telling
them to settle the issue between them."
b. Troy, 171 Ware St.: Mr. Troy is in contempt of court. Attorney Joe Hannon will
go to court Friday, April 03, 1998 to serve papers.
c. Household Hazardous Waste Collection: Per motion earlier, will be on April
180i at Great Woods.
d. Floor Drain Regulation: Will speak with DPW Director, who is on vacation.
e. Air Conditioner @ Town Hall: Kevin Tosci is the noise consultant. Health
Agent and Town Counsel have a difference of opinion. Counsel feels that if the noise
levels meet DEP requirements, then it meets the law. Agent said that the town can
still have a nuisance complaint against them if the neighborhood objects to the noise of
the air conditioner.
f. Sound Workshop: April 9, 1998
g. Meningitis Report: CVNA Nurse Chris Delano arranged an educational evening
for parents in Mansfield and Plainville because of an unconfirmed case of meningitis of
a five year old Mansfield boy who attend nursery in Plainville and preschool in
Mansfield. Dr. Mataya, DPH, spoke to about forty parents. The evening was
extremely informative and helpful to ease concerns. Agent feels that the small number
of parents was an indication that parents did not panic and are aware of the disease.
h. Trash Transfer Station: Town Manager will attend first meeting in June to talk
about a request for a trash transfer station. BOH role will be site assignment.
Proposal is 1,000 ton/day and will be regional station. Very political issue, similar

concerns as a trash -to- energy plant. Only difference is no furnace for burning.
Staff has visited two stations. Operator of 400 tons /day, collects all restaurants
and commercial and household trash, said no problem with rats; however, station
with 350 ton/day said rats come into station via dumpsters trash.
i. April Fools Day Prank: Agent passed out fake letter that was inserted in some
mailboxes.
