Mr. DiGioia gave a history of this property and the various improvements that he made. (Member Martin arrived at this time.) He told the Board that the tenants are no longer at the Page 2, Minutes, February 4, 1999, Board of Health house and have not paid rent in the last six months. He made reference to the to the cesspool that when pumped, a substance was discovered. (Tenants had a painting business.). Soon after he hooked up to town sewer. Mr. DiGioia referred to the August Order, which he said had the same items on it as the January Order, according to Mr. DiGioia. He was reminded that the purpose of the hearing was to discuss the January 7, 1999 Order only. Mr. DiGioia said that he attempted to make the repairs, but with the tenant's absence, it was difficult. Items discussed were the hot water heater, radiators in bedroom and kitchen, sewer connection leak in basement, no insulation jacket on furnace after asbestos removal (head and carbon monoxide escaping), front storm door loose. Mr. DiGioia said that all items, except for radiators (tenant not home to get into house), have been repaired in compliance with the January 7a' Order. Mr. DiGioia said that he was displeased with the procedure and that he has an attorney whom will file a motion to dismiss the order. Members Jones and Forget stated that the repairs were minor and if they had been fixed as ordered, the process would have been shortened. Agent said that there had been no further action after January 7h. Until access is attainable, he cannot dismiss order. Also, he will not insist on the item being repaired until the tenant allows access for landlord to make repair. Mr. DiGioia asked for an inspection. It will be 9:00 AM on Friday, February 05, 1999. Sawdust in the air triggers asthma. Waterbased cleaners and stains will be used, rather than solvents to remove allergic reactions. l Page 3, Minutes, February 4, 1999, Board of Health g. Cheng Du: State DPH received an anonymous letter accusing the Health Agent of mismanaging and showing favoritism to Cheng Du Restaurant during the salmonella cases investigation. All untrue. Ellen Gould, DPH, made a joint inspection with Agent. Agent will respond to these false inflammatory statements. He will also call the three families involved to ensure that they were satisfied with his investigation. 7.
