MINUTES
February 220 1978
Presents Chairman Clemmey, Clerk Benson, S. Holske,
Dr. Sohn, E. Tartufo.
Meeting called to order at 7130 PM.
1. Minutes of February 15, 1978.
Motion: To accept as read.

2. Budget
Chairman Clemmey� advised the Board he had met with the
Finance Committee regarding the Budget. The total request
is $15,750. Account 452 -3 Meeting and Dues $300. Secretary
will give a copy of the breakdown to the Finance Committee
on Account #450 -0. Consulting Services $500 was taken out
and put in #j452 -$. The Board has $500 left for outside
consulting services.
3. Correspondence
Received from Mrs. Ruth A. Lee payment of $101.25 for site
and soil examination at #274# 294 and 304 Mill Street.
Memo was received from the Board of Selectmen regarding
Bi- monthly meeting with all Boards and Committees.
Paid receipt was received from Joseph Hanglin for site
and soil examination at 11 South Street in the amount of
$40.50.
Received from the Department of Agriculture, Division of
Animal Health a form for Nomination of Inspector of Animals.
This will be forwarded to the Town Manager advising the
appointment is made by the Board of Selectmen.
Received from the Walpole Board of Health list of fees for
permits and a request for Mansfield's fee schedule and Town
Regulations. Copy will be sent and a master list compiled
of fees from area towns to be used as a comparison.
Letter was received from the Conservation Commission advising
that based on their on -site inspection at 808 and 814 Maple
Street a Wetland Protections Hearing will be required, on the
above lots. Copy of letter will be given to Town Engineer
Jay Abely. Letter will be sent to the owner, Juris Sietins
advising of the above and a copy will be sent to the Building
Inspector.
Received from the Commonwealth of Massachusetts, Department
of Environmental Quality Engineering regarding the State
Environmental Code Status of Articles VI, VII and VIII of
the State Sanitary Code advising that these codes are still
in effect.

Received from the Town Manager memo regarding budget.
Received from the Planning Board letter regarding the
Preliminary Subdivision Plan, Rumford River Estates,
Norman Gray. Copy of the letter will be given to the
Town Engineer, Jay Abely.
Received from the Planning Board minutes of February 19 1978•
4. Plans
Received from the Planning Board Definitive Subdivision
Plan for Granada Park. The Board will review the plan
and respond to the Planning Board prior to March 22, 1978•
Town Engineer Jay Abely will make a recommendation to the
Board next week.
5. Town Engineer
Town Engineer Jay Abely advised the Board he had received
a call from Mr. Martin Healy of Rockermann, Sawyer, Brewster
of 28 State Street, Boston requesting copy of Rules and
Regulations, Chapter 16. Secretary will send copy.
Town Engineer Jay Abely advised the Board that the updating
of the Board's Rules and Regulations has been put on his list.
Discussion was held by the Board and Town Engineer Jay Abely
on the Nevs property located on North Main Street. Board
will ask advise of Town Counsel. Letter will be send to the
Town Manager asking permission to use Town Counsel's services.
6. New Business
Mrs. Margot Jellineck asked that the Board make part of their
minutes Public Notice of Massachusetts Water Resources
Commission, Division of Water Pollution Control for Sewer
Extension Permit Applications.(copy attached) Chairman
Clemmey advised the Board this comes .under the Board of
Selectmen's jurisdiction.
Chairman Clemmey advised the Board he had received a phone
call from Mrs. Shirley Witchely, 58 Shawmut Avenue regarding
a complaint about heat and rent, and that she was going to
court. Chairman advised her this is a civil matter and that
the Board could not get involved.

E. Tartufo advised the Board he had received several complaints
from the North end of town about odors that smelled liked
septic. Some of the people felt it was coming from the
Chocolate Factory,
