MINUTES
April 5, 1978
Presents Acting Chairman E, Tartufo, D. Benson, S. Holske, Dr. Sohn.
Meeting called to order at 7132 PM.
Motion: To appoint E. Tartufo, Acting Chairman.
S. Holske -D. Benson, All in favor.)
1. Minutes were read from the meeting of March 29, 1978.
Motion: To accept as read.
(Dr. Sohn -S. Holske, all in favor.)
2. Visitor's Agenda
Mr. Richard Frazio met with the Board regarding a complaint by
his tenent Ms. Janet Cordon of 575 North Main Street, regarding
heat. Mr. Frazio advised the Board the thermostate for the
house is in her apartment. Ms. Gordon will not allow him to
enter her apartment to install a gas stove with a heater or to
install insulation. Letter will be sent to Mr. Frazio with a copy
to Janet Gordon stating that the Board has hear both parties and
that the landlord is aware of the rules and regulations. He
has complied but cannot get into the apartment to make the
necessary adjustments to maintain the proper temperature to
meet the minimum standards of Article 11.
3. CorresnGndence
Received from the Planning Board letter to Lester S. Epstein
regarding preliminary plan for Hobbit Hollows.
Received from the Planning Board c opy of letter to Gray Realty
Trust regarding review of Preliminary subdivision plan for
Rumford River Estates.
Received from Bernard Lynch Associates letter advising of
Gamma Tech X -Ray fluorescent Lead Detector for lead paint
testing. Copy to Building Inspector.
Received from Project Spoke letter advising of duplicating service
and the cost.

Received from the Commonwealth of Massachusetts, Department of
Public Welfare notice of Schedule Change for Issuance of Medicaid
Eligibility Cards to Recipients in the Medical Assistance Program.
Received from Town Engineer Jay Abely weekly report from March 91
to April 4.
Received from Town Engineer Jay Abeiy detailed pert test information
l for Camelot Estates.
"Motions To grant a one year extension on a pert test for Camelot
Estates, Lot 28.

4. Bills
Received from Oliveira Laboratories bill for two water samples
at 24 Alden Street in the amount of $20.00.
Motions To pay.
Dr. Sohn -S. Holske, three in favor. D. Benson opposed as
the test was on private property.)
5. Perc Tests
Irma & Guerrino Eusepi
244 Pratt Street
Motion: To accept the perc test.
(Dr. Sohn -S. Holske, all in favor.)
5. Discussion
A discussion was held by the Board with Town Engineer Jay Abely
regarding perc tests. Discussion was held on the fee, out of
season peres and the time period for perc tests.
Motions To have perc season from December 1 thru March 31
inclusive with no out -of- season peres.
(D. Benson -Dr. Sohn, two in favor, S. Holske -E Tartufo opposed.)
Motion failed.
6. New Business
Dr. Sohn advised the Board he received a call on March 31 from
Mr. Walter Day who had purchased a home in West Mansfield that
did not have a bathroom in the house. Mr. Day wants to put one
in and there is an existing septic syptem on the property.
