MINUTES
July 10, 1978
Present: Chairman Clemmey, S. Holske, E, Tartufo, Town Engineer Jay Abely,
Selectman Lyman Avery, Selectman David Clemmey.
Meeting called to order at 5:15 PM.
Motion: Under "D" Permits add to #2 "Mansfield Board of Health or its Agent."

Motion: To approve the Sanitary Landfill Rules and Regulations as amended.

Motion: To publish the Sanitary Landfill Rules and Regulations in the Mansfield
News on Thursday, July 13, 1978.

Letter will be sent to Chief D'Afile advising of the new Sanitary Landfill Rules
and Regulations and asking they ask for proper identification before issuing
dump stickers.

Motion: To approve subject to the submission of a definitive plan and
subject to RIM engineering sending the high ground water of the surrounding
lots in letter form.

5. Correspondence
Received from Town Counsel contract from Community Health which was reviewed by
him.
Motion: To accept the contract from Community Health.

Received from Southeastern Regional Planning District letter advising there is
forty hours of free time available to the town.
Copy of letter from the DEQE was received to Riechold Chemicals.
5. Chairman and Town Engineer Report
Complaint was received regarding pidgeions from Joan Taratus on High Street.
Mr. and Mrs. G. Bratton of 21 Cottage Street. Sewerage was backed up to the
house. Chairman handled the complaint. Called a plumber for them.

6. Chairman and Town Engineer Report (cont)
Dr, Phillip Sibila of 55 Hope Street. Chairman received call. Town Engineer
and Chairman went to the above address. A pool permit had been issued.
They found that the contractor Andrews Guinite in violation of the Board of
Health Rules and Regulations. Town Engineer has sent a letter to Mr. Guinite
advising him of the corrections to be made.
Chairman Clemmey spend 1,21-2 hours at the sanitary landfill observing cars and
trucks coming in. Chairman net with Tom Bonome today.
Complaint was received from Ms. Flint regarding an odor..near her property
coming from the stream that flows through Bristol Arms. Town Engineer will
meet iwith her tomorrow.
Chairman Clemmey met with Mr. Stivaletta and Town Counsel regarding the stream
at Bristol Arms Apartment complex . Mr. Stivaletta has had the water samples
tested and they proved positive. Chairman has copy of the results. Mr.
Stivaletta will be in touch with the Town Engineer,
