Received from the Town Engineer to the Building Inspector copy of a memo regarding Wuschke, 975 West Street. The Town Engineer advised the Building Inspector he had advised Mr. Wuschke to contact the builder who in turn would contact the installer to make arrangements to dig test holes to obtain the existing water table elevations. The Town Engineer stated in his memo that the system does not conform to Title V or Board of Health Regulations and as this system is presently installed it will never function properly according to the as built plan. The Town Engineer advised the Building Inspector that the house is not habital and an Occupancy Permit should not be issued. The Town Engineer has not heard from the Builder or owner of the property. Discussion was held on sending a letter to the buildei.informing him in writing his as built plan must be submitted therefore the builder and engineer should meet with the Town Engineer to take another test hole to determine the water table. Motion: To send a letter to the Builder-- and have him meet with the Board. F. Gasson -L. Diamond) Discussion was held on the above motion. Some members felt the letter should also be sent to the owner of the property. K. Clemmey felt a letter should also be sent to the installer. The installer is Morshead. F. Gasson withdrew his motion. Motion: To send a letter to the engineer and the installer. F. Gasson -L. Diamond, three in favor. Dr. Sohn abstained. K. Clemmey opposed K. Clemmey advised the Board he was opposed as the Rules and Regulations of the Town of Mansfield state there must be three inspections by the Town Engineer and an as built plan submitted by the engineer. He felt the people should have come in front of the Board to explain their problem. Weekly report was received and read from the Tom Engineer. Town Engineer advised the Board that the Order of Conditions issued by the Conservation Commission on 1402,1403,1404 and 1405 Plantingfield Road were lifted at the Conservation meeting of January 28, 1980. K. Clemmey asked it be noted that the Certificate of Compliance has to be filed at the Registry of Deeds. He is going to file now. Visitor's Agenda Mr. Anthony Vento, the Board's Sanitary Inspector was present to discuss with the Board licenses which are required regarding restaurants, cafeterias, etc. K. Clemmey advised Mr. Vento that the town is growing rapidly with the industrial parks and the Board is not aware of all cafeterias out there. Also a lot of the companies have vending machines. He told Mr. Vento the Board needs to know exactly what their jurisdiction is. How many toilets are they required to have. Mr.Vento advised that toilets come under the jurisdiction of the Building Inspector and the Plumping Inspector. Board of Health Page eight January 30, 1980 G. Visitors' Agenda Mr. Vento noted this would be shown on the original plans submitted. Also cafeterias would be noted. E. Tartufo noted that usually the Board does not see the original plans. Mr. Vento noted when a company comes in they submit to the Building Inspector and he should know what they are doing, what their plans are. If they will be serving food he should advise them to submit to the Board of Health for the licenses they will be required to have. K. Clemmey noted that the Sheraton Inn is opening in Mansfield. He advised them which licenses they needed. If they have more than one restaurant how many licenses would they be required to have. If they have vending machines do they need a license for them and should they be inspected. Mr. Vento noted that vending machines are inspected by a State Inspector. The Board can call the State and request they inspect the vending machines. If they have more than one cafeteria they have to have a license for each one. Mr. Vento felt if everything is in vending machines and they possibly have a infra red oven he suggests the Board issue a license as they are cooking food. E. Tartufo suggested that a letter be sent to the primary contractor for the Industrial Park, Cliff Taylor, Aberthaw Construction requesting they notify the Board of new businesses coming in with eating establishments. Also any additional changes submitted to the Building Inspector they should also advise the Board. Dr. Sohn asked if their is one kitchen that serves four dining rooms how many licenses would be required. Mr. Vento advised one license would be required. Mr. Vento advised that the proper procedure to follow is that the Building Inspector makes an annual inspection before issuing thcOccupancy Permit. K. Clemmey. asked where the Board could look for directions and information. Mr. Vento advised that all information is in Article X.(Secretary will check to see if Sheraton has a Common Victulars license) F. Gasson asked if the schools had been inspected. Mr. Vento responded .yes the schools would be done, he has'nt inspected it recently but the inspections are always with excellent results. Mr. Vento advised the Board he would like to have a Food Service Seminar in Mansfield with a Federal Agent and State Inspector and himself. He has had one in Dedham which was excellent. The procedure would be to send out notices to all food service establishments or anyone serving food, this would educate them to what is required of them. Chairman Tartufo asked when this could be held. Mr. Vento said it is usually held in the morning 9 -11. K. Clemmey felt this would be a good idea. He did stress his biggest concern was the industrial parks. ( Mr. Vento advised the Board that mobile trucks serving food should be licensed. Also that any caterer coming into the tom is required by the State to notify the Board of Health ten days prior to coming. I l I 6. Visitors' Agenda (cont) 7 Board of Health Page nine January 30, 1980 Chairman Tartufo requested Mr. Vento send the Board whatever information is necessary to set -up the seminar. Mr. Vento advised if the Board agrees to lave the seminar he will get in touch with the Federal and State Agents to arrange a date. He would work with the Board secretary to make all arrangments. A letter of introduction and map of the Industrial Park was given to Mr. Vento. Another list will be sent to him with a feel additional businesses listed on it. F. Casson asked what could be done as far as follow -up inspections on the food service establishments as if violations are found nothing seems to be done. Mr. Vento said he did not know what the Board's budget is but with the Board's permission he would be willing to make follow -up inspections. If violations have not been corrected by the second inspection the Board should send letters. Ask them to come to your meeting to discuss the violations. Mr. Vento said he relized the price of the swab tests are expensive and he could just do those where the counts are high. He did discuss the last swab tests with the lab because there were so many high counts. He talked with some of the owners of food service establishments with high counts and feels it might have some- thing to do with the detergents they are using. F. Casson asked if there some products he could recommend they use. Mr. Vento said no. He has found that different products work differently in each tom because of water. Chairman Tartufo requested that Mr. Vento advise the Board which establishments will require follow -up inspections. Mr. Vento will contact the secretary. Mr. Vento advised the Board he is the treasurer of all Health inspectos in Massachusetts. He thought it would be nice if Mansfield joined. The cost is $20 per year. There are four meetings a year which advise the Board of what's going on. If the Board had problems or questions there would be someone available to them to help them out. Chairman Tartufo requested that Mr. Vento send the Board literature about this. Mr. Vento discussed with the Board housing be purchased by the housing authority. He show the Board how to make the inspections secretary that Nancy Roncetti from the Sta the inspections.
