Chairman Tortufo advised that a lot of the Health Agent's duties are now being' done by Board members whom he felt were not qualified to perform restaurant inspections and complaints from tenants and landlords. If the sanitariun was hired'it would eliminate the individual now doing the inspections. The sanitar.in,n would also assist the Plumping and Gams inspector. It was also noted that the sanitrriun is qualified to perform peres and review plans, It was noted that the two towns would share the sanitarian on an equal . basis and there was rsome question as to whether it could involve three towns rather than two. It was noted that so far the only town really interested is Foxboro. Other towns with sanita.rians are Forth Attleboro and Rehoboth which 10 smaller than Mansfield. IT was noted that the present inspector is part-time and the cafeterias are not open on the weekend. Discussion was held ont the Board being liable in certain cases for not performing their. duties. It was noted that the State had made that statement. Discussion was head on the salary range and breakdown of reim- bursement to the T own. Several questions were raised as to which town would pay benefits and provide a car. The Board of teal -th Felt th<t one gown had to take the initiative to appropriate the money. The Finance Committee questioned the policy of one town 'pa ping another town. But the Board stated that Howard Vlinsley felt there would be very little problem. The Board felt the benefits would be a 50-50 deal between the two towns.m If Mansfield only appropriated their share and Foxboroldid: not it would not be podhible to have a regional sanitarian and there would t7e no reimbursement. The Finance Committee questioned if the Board had a need for a full time Sanitarian, The Board felt that bAnsfield had more -than enough work for a:: full time Sanitarian. The Finance Committee questioned who would do the Sanitarian's secretarial work. The Board felt the present secretary would do, the work. A breakdown of the secretary'c hours wbrev given to the Finance Committee. It was noted on the average the secretary works 11 hours per work, but that they were now into pert season which would i.ncreac e her hours. Also during the summer her hours would drop. TO sanitarian would relieve her of some of her duties.. Finance Committee questionpC of the Board had included in her salary more hours to work for the sanitarian. It was noted this was not included, Copy of the minutes of December 59 1979 wi.l.l be given to the Finance. It in understood that there has to be a certain distance. You have to realize the field. conditions. I hove to work with the installer to overcome some of the minor problems. Sometimes to save distance they will use one length of pipe. There are only minor problems with this sytem. As an engineer I want to hold to the ten feet. I did mention this to the.in.st.aller (Brunelle). This womin engineer has not had enou,h field work experioncc, She is afraid to approve something that does not conform, with Title V. She is going strictly by the book. I did shoot the grades to make sure there was a proper distance in elevation from the ON to the house. I did do preliminary work on this.
