October 15, 2014
Present: Jess Aptowitz; Acting Chairman, Doug Aniline; Clerk, Frank DelVecchio, Olivier
Kozlowski and William Ross; Town Manager - Absent: Chairman George Dentino
Vice Chairman Aptowitz called the meeting to order. Vice Chairman Aptowitz reminded that this
meeting is being broadcast live by Mansfield Cable Access and taped for future broadcast. Vice
Chairman Aptowitz noted that Chairman Dentino is away and as Vice Chairman he will be
coordinating this evening's meeting.
Vice Chairman Aptowitz noted that this is the earliest the Town has scheduled the hearing in his
recollection. Mr. Ross reported all paperwork is in order and notice has been scheduled by law.
Motion: To approve October 29, 2014 as the date for the Tax Classification Hearing
(Annino /DelVecchio) PASSES 4:0
Mr. Kozlowski recused himself from the discussion as he is a business owner in the area.
Presenting before the Board is Rick Alves, Town Engineer. Mr. Alves presented the goal with
regards to the North Main/Oakland Streets area (north of Chaurrcy Street):
• Make Oakland Street a two way
• Mansfield Avenue a parking lot
• Create additional parking for the public
Mr. Alves explained this plan would encompass:
• 12 foot lanes (with 1 foot fog lines) throughout North Main and Oakland Streets up to the
limit of Mansfield Avenue. He noted the intersection of Chauncy and North Main will
remain the same and is projecting the curbing and sidewalk at all intersections and streets
along North Main to protect the proposed parallel parking stalls.
• Proposal of Mansfield Avenue as a parking lot would consist of 46 angle parking spaces
with 21 parallel spaces on the east side of Mansfield Avenue which will create a variable
width travel lane between 16 -18 feet wide.
• Additional 13 angle parking spaces are being proposed north of the North Common with an
elevated crosswalk prior to exiting on North Main Street.
• Crocker Street will remain a one way in the same direction as today with parallel parking
on the south side and that Crocker and Pratt Streets will maintain its parallel parking.
• Westerly side of North Main Street will have a 19 stall parking area which will make up for
the loss of parking where the island and memorial currently exist.
• The location of the means of ingress and egress are proposed at the existing curb cuts at
Mass Glass and the Regent which will allow for access for possible future development in
the area.
Board Of Selectmen's Meeting October 15, 2014
Page I of 10
• At Pratt Street (intersection of Fuller Place) proposing a one way in westerly direction with
angle parking on the north side which will accomplish in slowing traffic in the westerly
direction and help with turning movement onto North Main in a northbound direction.
• Northerly of Pratt and North Main Streets proposing parallel parking on the westerly side
up to Kingman Avenue.
• Currently there is no proposal of any land takings but may need temporary construction
easements in the future.
• Intersection of Mansfield Avenue and Oakland Street is being proposed at a 90 degree
angle to slow the traffic down and eliminate trucks from entering the new parking lot. All
intersecting streets would be under stop sign control and an estimated cost of $1,000,000.
Mr. Alves explained that with all the proposed improvements there would be an overall increase in
parking of approximately 16 spaces. Mr. Alves mentioned that there will be a public meeting on
October 21St at 6:00pm in Meeting Room 3A/B to receive input from residents, businesses and
abutters.
Mr. Ross noted that the addition of spaces will allow the Town to convert the parking spaces on
Oakland Street back to two hour parking, which will benefit the businesses. Additionally,
converting Oakland Street to two -way will alleviate the issues involving trucks.
Don Cleary, Planning Board, asked if there was any consideration to reverse the direction of traffic
on Mansfield Avenue as presented by the Northeastern students. Mr. Ross explained that the
concern was the loss of the protected left turn. Mr. Alves also noted that there would be a loss of
parallel parking spaces on the right where his goal was to keep traffic away from the Chauncy
Street area.
Daniel Dulaski, York Road resident and professor at Northeastern University, noted the students at
Northeastern worked extremely hard on considerations for this area and commended the Town on
the plan presented this evening as it is a much improved plan from what was presented last year
(roundabout). He asked that, in terms of parking on Mansfield Avenue, if reverse angle parking
(driving by space and back in) was an option. Mr. Dulaski also recommended that in terms of
Crocker Street (one way eastbound) if there was a way to flip parking to the other side. His final
recommendation was to have the new parking lot area (Mansfield Avenue) as a one way in, angle
parking throughout and exit onto North Main Street (exit only).
Mike McClanahan, Planning Board, felt the Town considered parking more than traffic flow with
regards to this plan. He referenced the Pratt Street area, from 7:00am — 9:00am, on the Route 106
side has about 14 -15 vehicles parked because of the dealership. His concern if it is made a one way
numerous travelers use the secondary road (coming out from Foxboro) to avoid the Route 106
traffic flow. He felt that the whole traffic picture needed to be examined as it is increasing daily.
James Turnbull, 2 Morini Street, commended Mr. Alves on the design and for including the
Northeastern students on the project. He felt that Professor Dulaski's idea of reverse angle parking
was a unique and suggested it as a trial run. Mr. Turnbull noted he is a frequent user of the
intersection of North Main and Oakland, as a pedestrian and by bicycle, and felt the proposed plan
to be a vast improvement and voiced his support.
Board Of Selectmen's Meeting October 15, 2014
Page 2 of 10
Mr. Alves noted the Town experimented with reverse angle parking (60 degree angle) at Town
Hall with Town staff where the smaller vehicles did not have an issue but found with the larger
vehicles it was more difficult, especially with vehicles on either side. Mr. Alves likes the concept
but was concerned with timing of commuters and the rush of the hour. He did not feel that reverse
angle parking was feasible.
Lee Azinheira, DPW Director, noted that all abutters have been invited next week to discuss the
plans presented this evening and he encouraged their input.
Vice Chairman Aptowitz asked if Public Safety has weighed in on the plans to which Mr. Ross
noted this has been a group effort with a combination of input from Police, Fire, Electric, DPW and
the Northeastern students.
Vice Chairman Aptowitz noted he has received communication regarding the memorial currently
on site and asked if that would be affected. Mr. Ross noted that the Town will reach out to the
family to ensure the memorial is kept in -tact and possibly improved at its new location.
Mr. DelVecchio asked how these plans will affect the plans further down North Main Street
(across Route 106). Mr. Ross noted this plan actually ties into the future plans that may come to
pass to return Main Street to two way traffic. One major issue with that is the fire station. Mr.
DelVecchio wanted to be sure that the bike path idea presented by the Northeastern students was
still a consideration to which both Mr. Alves and Mr. Ross agreed there was room to provide for
that.
Representative Barrows was present and noted that the Downtown Business Association had met
to discuss the plan and embraced it. It was their hope to connect downtown with the train station
area. He hoped that the Town would consider keeping with the same traffic flow as is present at
Route 140 and Route 106 where each entry at that intersection can proceed on its own.
Vice Chairman Aptowitz asked Mr. Ross to explain the process. Mr. Ross noted there will be a
informal meeting next week with abutters and business owners so that their input could be received
(October 21st at 6:00pm). Input from that meeting will be incorporated and relayed back to the
Board of Selectmen. Ultimately, the Board of Selectmen will approve the final design. Mr. Ross
noted it is believed that funding could come from the State program MassWorks as the Town fits
the criteria beautifully with its economic development in the community and there is an
opportunity for a development corridor in the area. Mr. Ross noted any other funding would come
from either Chapter 90 or from Town regular general funds, including capital funds but there has
been no final as to the cost is an estimate and believed the Town is in good financial shape to make
this happen. Mr. Ross noted there will also be involvement of the Electric Department and Parking
Enterprise.
Vice Chairman Aptowitz thanked Mr. Alves for all his hard work.

Present before the Board is Lou Andrews, Chairman of the Airport Commission.
Vice Chairman Aptowitz believed that Chairman Dentino was concerned that the Airport
Commission did not sign the document prior to submission for approval by the Board. Mr.
Andrews assured that this was approved by the Airport Commission prior to submission to the
Board.
Mr. Kozlowski noted that a portion of the funds to paint the beacon tower will come out of the
Airport Enterprise Fund. Mr. Ross confirmed that the Airport will pay 20% for a total of $1,664.
Mr. Kozlowski inquired if, after paying this expense, there would be enough funds to mitigate
with respect to the removal of trees on the bike path as presented to those residents at Town
Meeting, Mr. Andrews reported that the Airport Commission is fully aware of the verbal
commitment prior to Town Meeting and will have approximately $70,000 left in the account and
did not foresee any issue.
Mr. DelVecchio recused himself from this discussion.
Mr. Ross explained that this is a bond issue to permanently finance several projects approved at
Town Meeting last year where temporary financing has been in place.
Mr. Annino, as Clerk, read the vote into the record:

With regards to Vice Chairman Aptowitz's earlier reading of the Paving Notice /Road Closure on
Franklin Street, Mr. Ross noted that it is important to emphasize to keep vehicles off that pavement
until it cools as the Town is using a much higher level of asphalt. He understands that there will be
inconvenience to some of the residents but they are working to deliver notices door to door as well
as communicating via social media as well as a scroll on Cable Access.
Mr. Ross also noted the Town is working on the final lift on the streets in Cabot Park within the
next week to ten days. Work is moving forward on Pine Street as well with all he underground

work completed. Mr. Ross felt there was a lot of progress made on roadwork over the course of the
summer. He noted that Representative Barrows mentioned earlier this evening the work being
completed on the handicap access ramps and sidewalk area in the downtown.
Mr. Ross reported that he looked into Chairman Dentine's request of additional lighting in the
downtown where he found that the conduit has been cut off and realigned and in some cases the
bases completely removed. It would be a costly project. It is Mr. Ross's understanding that those
lights were removed because it was thought that there were too many lights making it hard to plow.
The Town has been working closely with the School Department in creating a plan of maintenance
on their many buildings. Mr. Ross is proud of the relationship and cooperation between the two
groups. Mr. Annino felt the Municipal Report that was created was a great format and asked if the
School side would have the same to which Mr. Ross noted the Town is working towards that very
same format. Mr. Annino also asked for a yearly matrix of what projects should be completed and
their status. Mr. Ross agreed with the suggestion.
Mr. Ross noted the Town is looking to put together as one package a highway garage /public safety
building for presentation at Town Meeting. Mr. Ross is looking for the Board's feedback as lie
feels it is important for the public to view the whole program moving forward. Mr. Kozlowski
asked if that meant one complex for highway garage /police and fire. Mr. Ross noted it means a
municipal campus. Mr. DelVecchio asked if Mr. Ross felt that the Town would be far enough
along for suggestions for the other property so that residents would know the long term plan for
major facilities like the Library /Council On Aging building. Mr. Ross was unsure on the
Library /Council On Aging and felt that the initial concern is for the highway garage and public
safety buildings. Mr. DelVecchio would like to make it clear at Town Meeting there are other
considerations going forward to which Mr. Ross agreed. Vice Chairman Aptowitz also noted to
show the calculation of the money which will come off the books and have those figures available.
Mr. Annino noted this will need to be a public relations campaign.
Mr. Ross asked the residents for uatience as the Town works through the manv nroieets.
Mr. DelVecchio was disappointed that the topic of Goals and Objectives was not on the agenda
this evening.
Mr. Kozlowski reported that the train station is now open.
Mr. Annino noted it is important to get the Goals and Objectives on the agenda as both he and Mr.
DelVecchio have submitted their lists. He noted that the Board could move forward and work off
of their lists. It was explained that due to Chairman Dentino's absence it was decided to wait for a
fall Board. It was agreed that this discussion would be scheduled for the next BOS meeting on
October 29t11.
Mr. Amrino felt Mr. Alves did a tremendous job with the presentation this evening and
commended the entire group involved in putting together the informative presentation.

Mr. Annino asked what the next step for Memorial Hall was to which Mr. Ross explained to
submit as part of the Capital Improvement Program for next year work on the roof and then work
in stages from the study over a period of years. Mr. Annino noted it is a valuable asset to the Town
and that the work needs to be done right.
Mr. Ross noted that SERPDD would be utilizing its traffic analysis software to analyze the ideas
presented with regards to Route 106. He anticipated results sometime in November. Mr. Annino
felt the Northeastern students thought outside of the box with regards to their ideas.
Mr. Annino noted he would also like to consider energy management systems with regards to the
future of the Town's facilities.
Mr. Ross has been out a few days and suggested postponing the Executive Session.
Vice Chairman Aptowitz asked Mr. Ross for an inventory on the lights that are currently out.
Vice Chairman Aptowitz met with the Finance Conunittee last week as he is Chairman of the
Audit Committee. He reported that the Committee was pleased with the goals and objectives of
the Finance Director. He also asked the Committee to review the tax levy documents.
Vice Chairman Aptowitz asked for the status of the mural as he is being asked by residents. Mr.
Ross noted all the funding for completion is in place and the Mural Committee is in discussion
with the artist for a completion deadline. It is intended to be completed by next week. He noted
they are still doing fundraising for maintenance.
Vice Chairman Aptowitz commended Detective Sergeant Crosman for his work on another benefit
for the Special Olympics.
