Raymond Goddard, Ware Street, Mansfield
Mr. Goddard approached the Board requesting the steps that need
to be taken in order to have his house condemned. If the house
is not condemned, the Assesor's Office feels the house has value.
As a result, Mr. Goddard is made to pay taxes on the house.
There is a peculiar odor in the house that the Health Agent can
smell. According to Mr. Goddard the smell is formaldehyde which
is known to cause cancer. Lab tests have been taken. An air
pump was brought in and took a reading which was then sent to the
lab for results.
Mr. Goddard abandoned this house and has built a new house behind
it, as a result of this action, he feels that the original house
in no good due to the formaldehyde and should be condemned to
save him from paying taxes.
The Board requested to see the test results before making any
decisions.

Health Agent Drown mentions to the Board that Mr. Andrade, who had been
recently cited for junk cars and attended a hearing , has done nothing
about this condition to the knowledge of the Health Agent. A letter
will be sent to him requesting information of what action he intends
to persue to correct this matter. Mr. Andrade must respond by either
writing a letter to the Board or by coming in person to a meeting.
If there is no response, legal action will be persued.

The Board was informed by the Health Agent that Mr. Barboza has been
given 90 days from the court to take care of his junk situation.
A discussion arose concerning the bill due for the Landfill Stickers.
The Board feels that they should not have to pay the full amount alone.
The Department of Public Works should assist in half of the payment.

There was a small discussion concerning the letters that were received
from the Senators and State Representatives. The State will be
sending out NUS Teams to check the Hercules Powder Dump situation.
The Town Manager discussed with the Health Agent Blane Chemical. He
suggested the possibility of the NUS Teams testing the water at
Blane Chemical when they come down to check Hercules.
The date has been set for Mr. Currivan. The case will be presented
in front of the Superior Court with a 6 (six) man jury. The date is
either October 5, 1983, or October 6, 1983. The Health Agent was un-
certain of the date.

Board of Health from the DPW Director
Frank Zarek proposed the motion that:
The Health Agent be authorized to conduct plan reviews on septic
system plans and be authorized to approve or disapprove them and
represent them at the next meeting.
Motion: to approve this motion
(F. Zarek -L. Diamond)
Edward Rosenberg expressed that possibly in some cases, many heads
put together are better than one.
This motion made be Frank Zarek only holds for Definitives. The Board
will still act on the peres. This motion is good for the Builders
in case plans come in on a Thursday night and the Board does not
meet for 2 -3 weeks.
Peter Fontanini feels that the Definitifs are only drawings, and
the Health Agent has enough intelligence to decide on what should
be approved to disapproved on the spot.
Motion: to amend the original motion to new plans that will be valid
for no longer than one year.
(E.Rosenberg- F.Zarek, all in favor)
The Health Agent brought to the attention of the Board a phone vote
that was conducted for South Street owned by Peter Fontanini and signed
by Edward Tartufo.
