Drown Meeting called to order at 7:30 p.m. Minutes of December 5, 1984 Motion: to approve the Minutes of December 5, 1984 (Clerk Rosenberg - Peter Fontanini, all in favor) Frank Zarek abstained.from voting. CORRESPONDENCE A bill from Community Health Agency to the Mansfield Board of Health in the amount of $1,016.67 as per contract for services for the month of December. Motion: to pay Community Health Agency $1,016.67 as per contract for ser- vices for the month of December. (Clerk Rosenberg - Frank Zarek, all in favor) A letter from Mr. Edward Pershe to Mr. Robert Clark, Compo Industries Plant Manager, regarding the report of groundwater monitoring for the closed land- fill. Enclosed within the letter was a detailed report of the results of the testing performed on the five observation wells. Dated December 12, 1934 A copy of a letter from the Department of Environmental Quality Engineering to Laurel Steel of New England, Inc. regarding the Z1E Site Assessment at Laurel Steel. The letter revealed detailed information pertaining to the investigation of the site. The letter also stated that the Department of Ennironmental Quality Engineering is of the opinion that a more complete investigation of the effects of the contaminated groundwater on Fulton Pond and other potential receptors is warranted at this time. No Peres l OLD BUSINESS The Rnard held a discussion regarding the Mansfield Municipal Sludge Board of Health Minutes December 26, 1984 ( Page Seven Motion: The Mansfield Board of Health grants siting approvel for the Mansfield Municipal Sludge Landfill off of Fruit Street subject to the following regulations: 1. The hours of operation shall be from 7:00 a.m. to 5:00 p.m., Monday through Friday. .'Weekends, holidays, and after -hours operations shall be deemed an emergency; whereby the Board of Health shall be notified by telephone the same day and in writing within two (2) days of the operation as to the reason of emergency. 2. Only municipal vehicles or those hired by the municipal authority, in case of emergency shall be allowed to use the facility at Fruit Street. The Board of Health shall be noti- fied in writing when such outside contractors ar, used for the Town of Mansfield. At no time shall any vehicle transporting sludge be allowed to travel on the roads of Mansfield without first obtaining proper permits from the Mansfield Board of Health. ( 3. Only sludge from the Mansfield Regional Facility shall be accepted at the Fruit Street Site. The landfilled sludge shall be covered daily in accordance with State Regulations. 4. No rubbish, offal, or garbage shall be disposed of at the sludge landfill in Fruit Street. 5. Any or all other permits (DEQE, EPA, etc.,) must also be obtained for the operation of the site. (Clerk Rosenberg - Peter Fontanini, all in favor) Chairman Tartufo and Clerk Rosenberg discussed with the remaining members of the Board of Health the details of the meeting the Mansfield Board of Health held with the Mansfield Planning Board. The Board discussed the method of response they will use regarding Plan and Subdivision approvals to the Mansfield Planning Board. NEW BUSINESS The Board discussed the procedures of reappointment for the Board of Health. Mr. Tartufo and Mr. Fontanini stated that they have applied for another three -- year term on the Mansfield Board of Health.
