OLD BUSINESS
(A) The Mansfield Board of Health received plans showing stump dump locations
on the Van Koert Farms Subdivision off Franklin Street in Mansfield from
Dunn Engineering Co., Inc. The Board decided to hold off on reviewing this
plan until the next meeting because there was not a full board.
(B) The Board discussed the Talavera case on Ware Street. Chairman Tartufo
stated that this has gone to court, but has been continued. He stated that
he has spoken with Mr. Talavera's attorney and his attorney stated that he
believes this problem will be corrected.
(C) Chairman Tartufo stated that the Board of Health has invited Foxboro Terminals
in to attend their meeting and also to speak with the Board during the day, but
they have been very unresponsive. Chairman Tartufo stated that the Board is
requesting Foxboro Terminals to file an Environmental Notification Form and he
would like Scott Leite, Health Agent, to review this form. He also stated
that a copy of the Environmental Form has been sent to Town Counsel.
(D) Clerk Rosenberg read the memorandum from Karl S. Drown, Health Consultant, re-
garding 581 Elm Street - Richard Morse. The Board of Health received a complaint
from Robert P. Rasmussen, Mr. and Mrs. St. Don's attorney, regarding this pro-
perty. Chairman Tartufo stated that this has been an ongoing problem and that
he has talked to Town Counsel about it the stumps and drums which Air. St. Don
has complained about on this property; Town Counsel would like the issue of the
gravel pit on this property resolved first. Chairman Tartufo gave Scott Leite
a brief background on the situation; he also explained to Scott Leite that when
an applicant wants to dump stumps on the property, all that must be done is an
application and a plan must be submitted to the Board of Health and the Board
must approve this location. Chairman Tartufo also stated that the Planning
Board should be aware of the fact that approved stump dump approval is needed
on all subdivision plans.
Motion: To send a letter to the Mansfield Planning Board stating that
the Board of Health needs to see stump dumps on all subdivision
plans, notification that they are being taken to an acceptable
site or that they are being taken out of Town.
