NEW BUSINESS
a. Scott Leite, Health Agent, informed the Board of Health that although the
position for a part -time secretary has been advertised there has been a
lack of replies. The Board discussed the rate of pay for this position.

the Mansfield News.
b. Scott Leite, Health Agent, informed the Board of Health that he has started
to work on the Fiscal 1987 Budget for the Health Department which is due on
November 1, 1985.
OLD BUSINESS
a. Chairman Tartufo stated that the Board of Health has sent letters to several
people regarding stump dump violations and he has spoken with Town Counsel
on this issue, but Town Counsel has never responded. He believes that the
Town Manager should be sent a letter stating that Town Counsel has not re-
sponded to the Board of Health's requests regarding the stump dump violations
and also the requests the Board of Health had on Foxboro Terminals.
b. Chairman Tartufo stated that there is a regulations which states that if the
Board of Health requests assistance from the Department of Environmental Quality
Engineering regarding a nuisance or noisesome trade, the DEQE must respond to
this request. He believes that the Board of Health should request assistance
on the matter of Foxboro Terminals. A letter should be sent to them stating
that the Board of Health requests their assistance immediately in this matter.
Scott Leite, Health Agent, stated that he will call and speak with someone at
the DEQE.
C. Chairman Tartufo stated that there was money appropriated at Town Meeting to
develop a closure plan on the site of Hercules and he would like a letter sent
to the Board of Selectmen and the Town Manager requesting an update on the
closure plan for Hercules.
d. Chairman Tartufo stated that a letter should be sent to Bertram M. Cook,
Inspector of Buildings, thanking him for assisting the Board of Health during
emergencies when they were lacking a full -time Health Agent and a copy of this
letter should be sent to the Town Manager.
e. Clerk Rosenberg stated that the pumpers for the Port -a -Johns should also have
licenses because they are bringing this into Mansfield and they should also
have it documented as to where this waste originated from; he also had a question
as to what towns these people have to be licensed in. Scott Leite, Health Agent,
stated that these people have to be licensed in both the town where the waste
originated and the town where it is being dumped. Chairman Tartufo would like
this checked into further.
f. Clerk Rosenberg stated that he is satisfied with the Health Agent's review of
septic plans and he believes the Board should hand that duty over to him.
Chairman Tartufo stated that he would like to wait one more meeting before
making this decision because there is not a full Board at this meeting.
