Attorney Grefe said that they are not in favor of a large mound in front of the buildings, which would cause water to flow into the buildings and possibly cause a health hazard. Bottom of creek adjacent to Bldg. 2 is at 137. Chairman Tartufo stated that the system has failed. Attorney Grefe said that contaminants were coming through the system and that they did not pump ground- water- -just leachates. Mr. Southwick added that the preseAt fields are a quarter of the size that is presently required. Board of Health -3- September 10, 1986 After much discussion of elevations for bottom of leaching fields, groundwater, rust line and existing ground, a motion was made. MOTION: That the bottom of the field for septic systems for Lot 9, Buildings 1 and 2 be established at elevation 141'. Frank Zarek -Peter Fontanini, all in favor. VOTED. Lot 10: Both fields will be shown on the plan, however, one field will be constructed at a time. Mr. Southwick said that instead of equal flow between the two systems, he might have to go with a 45-55 ratio. Health Agent suggested that 1 -foot trenches be designed (deep), which would require less total gravel on the sides. Grade near building was 145, water 8 feet, groundwater at 137, rust line 48 -60 ". Back elevation (BI) is 3 feet higher than front. Bottom of field is 142. MOTION: That the bottom of the field for septic systems for BI and B2 be set at elevation 142, Bldg. 17, Lot 10. Mr. Leite is proposing that a re- inspection fee be set for septic systems and food service establishments for the purpose of forcing compliance. Mr. Zarek agreed with a re- inspection fee for septic systems, but was hesitant for a food service establishment. He felt that if the re- inspection fee was not paid, then the Health Agent did not have the authority to pull a license. He will get a copy of the license that is used in Attleboro.
