Chairman Tartufo explained the requisites to meet in order to qualify for

If grant money is received, a demonstration must be performed on well moni-

the best method of capping the landfill.
There is currently $10,000,000 in the fund, with a good likelihood it will
be increased. $500,000 will be given to each qualifying applicant;
possibly amount could be increased to $1,000,000 per applicant.

- Health Agent stressed that more time should be spent on restaurant inspec-
tions. In order to have more time for restaurant inspections, Health Agent
will cut back on perc testing to five days a month.
In order to raise money for additional help, again, the Board discussed
increasing inspection fees. It was agreed that more time should be spent
on going over fees. A future meeting will be scheduled for this.
5. OLD BUSINESS
- The Board reviewed the proposed contract with Browning -Ferus Industries (BFI),
for collection and disposal and would like the following questions answered:
1) The Board would like a list of what BFI will not pick up; 2) The volume
of what they will take; 3) When DPW picks up, where will they dispose of
rubbish?
Chairman Tartufo suggested that we check with other towns that are in the
same situation, find out what their problems are, and try to come up with
a solution to these problems. We can then write a recommendation to the Town
Manager and Selectmen stating how we feel about the proper disposal of
rubbish.

- Donald Steele and Peter Fontanini presented amended proposal for the Town
of Mansfield to stop smoking in public areas, for the Board's review.
Member Steele also gathered the following literature: Article from the
Rotary Magazine on Secondary Smoke; Proposal from the Governor's office,
that the State has implemented for State offices; and information from the
Cancer Society and Heart Association.
The Board discussed the amended proposal.
Clerk Rosenberg strongly feels there is going to be a tremendous problem
enforcing this resolution.
Chairman Tartufo stated the first step in passing resolution should be to
"encourage" not "forbid" smoking, in stores, private businesses. We should
encourage people conducting private meetings not to allow smoking and only
permit smoking in designated areas.
This topic will be discussed again at the next meeting and proposal will be
reworded.
Also, Clerk Rosenberg suggested that we get input from Rande Wilson on
this issue.
6. NEW BUSINESS
- Chairman Tartufo recently met with representatives from Easton and Norton to
form a regional Water Protection Advisory Committee. All the towns are within
the Canoe River Water Protection District. Part of the purpose is to go after
grant money. Each town can receive up to $500,000 for well protection. A
Bill will be presented so we can apply for grant money. We can then possibly
extend sewer for protection of three towns that come together.
7. Motion: To adjourn at 10:30 P.M.
