Minutes -4- Board of Health February 18, 1988 5. OLD BUSINESS Member Van Splinter attended a solid waste meeting and reported that each member of that committee will submit a report on a specific subject. If an incinerator was recommended, it would be run as a non - profit enterprise. Member Fontanini suggested a regional facility with the towns of Mansfield, Norton and Foxboro. Chairman Rosenberg stated that he could not foresee residents separating their trash. Member Steele is again requesting that the Board of Selectmen hire consultants to submit a hydrological report on the effects increased development is having on our public water supply. Members questioned if the builders could hire and pay for such a study. State standards for water quality could be a guide - line, and Board of Health could make Town regulations more stringent. Members are especially concerned with the effect Forest Park will have on Town wells and groundwater. Health Agent feels it's too late to limit Forest Park since the subdivision has been approved. In the future, zoning can be changed so as to limit the density of septic systems near public water supply or over acquifiers. Chairmen of Health, Planning and Conservation should meet to discuss a joint approach, along with each agent. Health Agent suggested that a tightening up of the septic system regs could help, too. Chairman Rosenberg stated that one goal of his this year is to update Board of Health regulations. Health Agent stated that he has already started to look at the regs to recommend changes and that he will first look at the septic system regs. Chairman asked for an update of the noise problem at Great Woods Performing Arts Center. Agent Leite will correspond with Bruce Montgomery, General Manager, Great Woods. Copy will go the Selectmen. Chairman Rosenberg will contact Chairman Harrington, Board of Selectmen, to coordinate efforts so that the recommendations can be enforced through the licensing authority. 6. NEW BUSINESS Conrod Subdivision, East St.: Members looked at plans and expressed concern with underground storage tanks. Health Agent will write regs for underground storage tanks and submit his recommendations to Board of Health for approval. 7. ADJOURNMENT Motion: To adjourn at 9:20 p.m. Steele / Fontanini. All in favor. VOTED. Respectfully submitted. Dianne Royle, Recording Secretary ,'/Michael inter, Clerk Date
